. r <br />MINUTES OF THE MEETING OF THE COtTNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 5, 1983 <br />Present: President James Boehmer, Councilmen Bierman, Logan, McKay, <br />Petrigac, Saringer, Wilamosky, Woerpel. <br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Edward Bayle, Service Director Joseph Corrigan, Clerk <br />of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:05 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of regular Coim cil Meeting of March 15, 1983, were approved. <br />Minutes of special Council Meeting of March 28, 1983, were approved. <br />Minutes of special Council Meeting of March 29, 1983, were approved. <br />Minutes of special Council Meeting of Ma.rch 31, 1983, were approved. <br />Before proceeding with regular business, President Boehmer announced that Ordin- <br />ance No. 83-16, an ordinance establishing a new Section 107.15 of the Codified <br />Ordinances entitled "Financial Disclosure Statement Required" of Chapter 107 <br />entitled "Code of Ethics", as amended, had been removed from the agenda. <br />Ma.yor Swietyniawski reported: 1) Federal Revenue Sharing must be renewed for <br />1983; has taken appropriate steps to forward his opinion to continue the program <br />for the next three year period. This issue will be voted on in September; will <br />keep Council advised if there is any danger of non-renewal. <br />2) Senate Bill 133, the collective bargaining bill for public employees, was <br />introduced in the Ohio Senate on March 17th. This is of prime importance to all <br />public employees since its passage would grant Ohio public employees the right <br />to collectively bargain with their employees. Mayor has a copy of the bill, <br />available for inspection. <br />Service Director Corrigan coimnented that Senate Bi11 133 is the most pernicious <br />bill relative to the home rule amendment of the Ohio constitution which allows <br />local charter cities in the State of Ohio to control their own economic destiny. <br />In effect, the bill has provisions that ma.ndate binding arb3.tration. For example, <br />if an employee chooses not to join a specific union, which is mandated to be <br />recognized by the legislative bodies of the cities, he is required to pay a service <br />fee equal to the dues. Mr. Corrigan feels this may skirt the issue of compulsory <br />unionism. The service fees paid into the coffers of the union could be used to <br />sponsor candidates that might be repugnant to the person forced to pay this service <br />fee to the union. Fee1s this bill should be very closely scrutinized by the <br />legislative bodies of every tawn in Ohio and would hope the Council of the City of <br />North Olmsted would have some positive statement,either supporting or opposing the <br />bill,after a careful analysis. <br />In the absence of City Engineer Zurawski, Ma.yor Swietyniowslci coimnented that a <br />consent ordinance, Ordinance No. 83-39, is being introduced tonight. This covers <br />the resurfacing of Lorain Road from Brookpark Road to the west corp line - all five <br />lanes. The City of North Olmsted has to cover 10Y of this cost.
