<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 3, 1984 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Acting Clerk of Council Linda Spencer. <br />Meeting was called to order by President Boehmer at 8:00 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Council Meeting of June 19, 19$4 were approved. <br />President Boehmer announced that in-the absence of Florence Campbell, Linda Spencer <br />would be Acting Clerk of Council. Also, Ordinance Nos. 84-63, 84-64 and 84-65 'sre <br />being added to tonight's agenda. <br />Mayor Swietyniowski reported: 1) Welcomed everyone to the first Council Meeting in <br />the new chambers; has been unable to get the sound system completely adjusted. <br />Thanked Bob Prickett and John Yasher for the excellent job they did in building the <br />desks, podiums and table and preparing the chambers, conference and caucus rooms. <br />2) Thanked NOSO President, Doctor Dick Bokany, board members and parents who made <br />NOSO Cup 1984 a big success. <br />3) Fourth of July fireworks display will start at approximately 9:45 P.M. with a <br />rain date scheduled for Saturday. Thanked Great Northern Mall and Plaza merchants <br />as well as the Parks and Recreation Department for sponsoring this event. <br />Finance Director Boyle reported: 1) Lorain Avenue note sale of $205,000 will be <br />closed on July 17th at a rate of 8.05% negotiated through McDonald and Company. <br />2) Talked to Mr. Ken Cox, Director of the Ohio Department of Highway Safety with <br />respect to a problem with motor vehicle registration revenues. City has not received <br />its total distribution. Solution of the problem will require legislative action by <br />the Ohio Legislation and City should receive the major portion of this money during <br />this calendar year. A few years ago, when these accounts became delinquent, a fund <br />was set up and the interest earned on this fund will also be distributed to the City. <br />3) Also spoke with members of the Federal Department of Natural Resources about <br />possible funding for the Recreation Complex. This is still being investigated as <br />well as funding for North Olmsted Park for next year. <br />4) Had previously reported to Council about a bond sale for this year; City will not <br />be doing the bond sale; are going to stay with notes since the bond market is too <br />volati]e right now. Will be introducing legislation for the notes to be dated for a <br />period in September, to go for one year, to hopefully capture a lower interest rate. <br />5) PERS Annual Reports are now available in Finance Department. <br />6) Mr. Boyle was elected to the Regional Income Tax Board of Trustees to fill the un- <br />expired term of Allen Mills. <br />
