t <br />•, <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JUNE 19, 1984 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Iailamosky. <br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Safety Director Eugene Petre, Service <br />Director Joseph Corrigan, Director of Budget and Management <br />James Logan, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Regular Council Meeting of June 5, 1984, were approved. <br />Minutes of the Special Council Meeting of June 11, 1984, were approved. <br />Minutes. of the Special. Council Meeting of June 12, 1984, were approved. <br />Minutes of the Special Council Meeting of June 13, 1984, were approved. <br />President Boehmer reported: 1) Ordinance No. 84-55, authorizing the Service <br />Director to advertise for bids for renovation of Old Town Hall; Ordinance No. <br />84-8, a proposed amendment to the Charter relating to the filling of vacancies <br />on Council; and Ordinance No. 84-41, a proposed amendment to the Charter re- <br />lating to establishing the procedure for non-partisan elections, have been <br />placed on tonight's agenda. <br />Director of Budget and Management Logan reported: 1) Although Section 1501.2501 <br />of the Codified Ordinances provides for the establishment of a Board of Review, <br />Part 15 - Taxation Code, there has never been an actual need to do so. The <br />Board of Review consists of the Finance Director or his designate; the Law Director <br />or his designate; and a Member of Council, to be elected by Council, to serve for <br />a one year term. Mr. Logan recommends the establishment of a Board of Review and <br />asks that the proper committee of Council discuss and report back to Council at <br />the next meeting so that Council's representative can be elected. President Boehmer <br />asked Councilwoman Saringer to consider Mr. Logan's request at the next Intra- <br />Governmental Relations and Legislation Committee meeting. <br />2) Council is in receipt of the imminence of the Federal Sharing Fund. <br />Finance Director Boyle reported: 1) Has received the outlay schedule from Dalton, <br />Dalton, Newport on the Sewer Treatment Plant renovation covering the period through <br />September 30, 1986. This tells approximately how much money the City will be spend- <br />ing per quarter and is used as an investment schedule. Notice to proceed was issued <br />on June 6th. Engineers had said construction would begin before that so Finance <br />Director had money invested through June 10th to cover any outlay. Since con- <br />struction had not begun, the money was reinvested through July 10th to November <br />1st, earning about another $40,000. Earnings on the $5,000,000 note passed earlier <br />this year is a little over $186,000. <br />2) Received eight pieces of correspondence from the Board of Revision on property <br />taxes. Two resulted in no increases; six resulted in increases; the assessed <br />valuation increases amount to $57,960 and will increase the City's property tax <br />revenues slightly. <br />
