<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 3, 1984 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Mayor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director. Edward Boyle, Safety Director Eugene Petre, Clerk of <br />Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Regular Council Meeting of March 20, 1984, were approved. <br />Minutes of the Special Council Meeting of March 27, 1984, were approved. <br />Minutes of the Special Council Meeting of March 28, 1984, were approved. <br />Minutes of the Special Council Meeting of March 29, 1984, were approved. <br />President Boehmer announced that two pieces of legislation had been added to the <br />agenda; Resolution No. 84-33, commending the achievement of the Eagle Scout Award <br />in Boy Scouting and Resolution No. 84-34, authorizing the Director of Public <br />Service to advertise for bids for the sweeping of all streets in North Olmsted. <br />Mayor Swietyniowski expressed condolences to the Marty Walker Family; Marty had <br />been a long time employee of the City and will certainly be missed by everyone. <br />Finance Director Boyle reported: 1) Has received estimated populations for Federal <br />programs. In 1980 census, North Olmsted's population was 36,486. The Federal <br />programs will be based on a population, as of July 1st, 1982, of 36,117; a drop of <br />369. <br />2) Community Development Block Grant public meeting will be held on April 19th, at <br />7:30 P.M., at the Senior Center. Fiscal Year 1984 allocation will be between $76,000 <br />and $81,000. Thus far, City has received $899,711 in CDBG funds. <br />3) Finance Department is looking into a direct deposit payroll system which would <br />eliminate early pays and problems with vacation pays. Employees have been contacted, <br />asking for input and response has been good. <br />4) In the area of Industrial Development bonds, the Senate Finance Committee has re- <br />leased its findings and did not endorse a CAP. A $150 per resident of the state CAP <br />on all IDBs had been proposed. Senate Committee did not approve. They did approve <br />a lower depreciation which would affect businesses coming into an area. <br />5) For general information, the Federal budget includes a provision making hospital- <br />ization taxable to employees if it exceeds $175 on a monthly family plan or $70 on a <br />monthly single plan. If this provision passes, the Finance Committee will have to <br />discuss since the City's current hospitalization does exceed these amounts. <br />6) City's interest rates right now are about 9.65.°~ on investments. <br />
