MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTF.D <br />FEBRUARY 21, 1984 <br />Presents President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Willamosky. <br />Also present; Mayor Robert Swietyniowski, Law Director Michael ~areau, Finance <br />Director Edward Boyle, Safety Director Eugene Petre, Clerk of <br />Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Council Meeting of February 7, 1984, were approved. <br />President Boehmer announced that Ordinance No. 84-8, an ordinance providing for the <br />submission to the electors of the City of North Olmsted of a proposed amendment to <br />the charter of the City of North Olmsted relating to the filling of a vacancy in <br />Council, and declaring an emergency, had been removed from the agenda. Also, <br />Resolution No. 84--4, a resolution authorizing the Director of Public Safety to <br />advertise for bids for four new police cars to be used by the Police Department; <br />one new car to be used by the Safety Director; one new pickup truck to be used by <br />the Parks and Recreation Department and one new chassis for Squad 51 to be used by <br />the North Olmsted Fire Department, had been added to the agenda. <br />Mayor Swietyniowski reported:. 1) Today, opened the bids for the 201 construction <br />grant which, in effect, will start the construction for the Waste Water Treatment <br />Plant improvements. There were five bids ranging from $1?_,400,000 to $13,400,000. <br />It will probably take a month for the City, as well as EPA, to review. <br />Mrs. Petrigac asked Mayor Swietyniowski who the successful bidder was on the bids <br />for health insurance which were opened on the 17th of February. Mayor replied that <br />he did not know; will look into it and advise. <br />Finance Director Boyle reported: 1) Finance Department has completed the State <br />Financial Report and will forward it to Columbus later this week. Operationally, <br />in 1983, City received $4,070,000 in property taxes and $2,300,000 in income taxes. <br />City spent approximately $3,100,000 on security of persons and property and <br />$1,111,000 on transportation, including streets, etc. Retired almost $1,000,000 <br />in debts - a total outlay of $1,000,00 debt and $1,000,000 interest. Last year, <br />closed all checking accounts and traded them into interest bearers which accounted <br />for $35,000 in interest. <br />2) A House Bill, passed on February 14th, will increase Public Employees' Retirement <br />System benefits by 5~. There is no word what or if there will be an additional cost <br />to the City. <br />3) There are a f_ew bills pending on the Police and Fire pensions that will have an <br />impact on the City budget. <br /> <br />
