+~ ~ . <br />i <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 16, 1986 <br />Present: President Janet Saringer, Councilmen Lackey, Logan, McKay, <br />O'Grady, Rademaker, Wilamosky. (Mr. Lackey present at 8:15 P.M.) <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Absent: Councilman Tallon. <br />Meeting was called to order by President Saringer at 8:05 P.M., in Council <br />Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting <br />the Pledge of Allegiance. <br />Minutes of the Council Meeting of December 2, 1986, were approved, <br />Mayor Petrigac reported: 1) Met with Don Albenze, City Prosecutor, in regard <br />to a Mayor's Court; are in the process of checking on the amount of fines that <br />other communities who have Mayor's Courts pay to their municipal court. Does <br />the total amount come back; half the amount? This will have some bearing on <br />North Olmsted's decision. Judge Holmes and Judge McCrone are very definitely <br />opposed to the city's establishment of its own court; this was anticipated; <br />will keep council informed as more information is gathered. <br />2) Bus Line Manager, Assistant Manager, Law Director and Mayor attended a <br />Project Team Meeting with the consultant. This meeting, concerning basic <br />methodology, was very productive; next meeting will be January 22, 19$7. Ken <br />Mues, Tom Terbrack and Mayor attended a meeting at the County Commissioner's <br />chambers when the Mayors and Managers voted on the appointment to the RTA Board. <br />Mayors and Managers Association has three appointments; North Olmsted has a vote <br />on the board and supported Emil J. Lisy, who did win the appointment. Next year <br />will be a very important year for the entire RTA Board as the audit will be <br />finished and future plans will be formulated.. <br />3) This morning, Chief Marsh and Mayor Petrigac attended a meeting in Westlake, <br />with other Mayors and Chiefs, to go over the budget for WEB for the year 1987. <br />The Mayor moved to adopt one-fourth of the budget and compare the other three- <br />fourths iri February. It was also felt that a line item covering any legal <br />expenses should be included. As of now, the home city has been absorbing the <br />legal fees; North Olmsted will be the home city next year and will naturally <br />be lobbying to make sure this line item is included in the WEB budget. <br />4) Has received a draft from Haines and Emerson regarding a proposal for con- <br />sulting service for a master plan. As previously reported, Safety Director <br />Becker and the Mayor had met with. Regional Planning several months ago. Mayor <br />gave council the results of that report at the last meeting. Also, had met <br />with NOACA and gave council the results of that report. The last report was <br />the one that came today from Haines and Emerson. <br />5) Letter has been sent to Sunrise (Forest City) with the go-ahead for the <br />development of the Industrial Park, based on approval from the Cleveland Water <br />Department that the improvement dealing with the city's concurrence on the low <br />water system be addressed. <br />,_ <br />i <br />
