MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF .NORTH OLMSTED <br />OCTOBER 20, 1987 <br />Present: President Janet Saringer, Councilmen Bohlmann, Lackey, McKay, <br />O'Grady, Rademaker, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael. Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to join. Members of Council. in reciting the <br />Pledge of Allegiance to the Flag. <br />Minutes of Council Meeting of October 6, 1987, were approved as amended: <br />Page 4, Streets and Drainage Committee Report, Item (l) guests' names were <br />amended to read "Dick Urban and Jack Smith". <br />President Saringer announced that three .pieces of legislation have been. added <br />to the agenda: 87-110, 87-111 and 87-112; also, suspension of rule requiring <br />three readings will be asked for Ordinance Nos. 87-102, 87-104, 87-107, <br />87-110 and 87-111. <br />Mayor Petrigac reported: 1) Building Commissioner Conway has discussed with <br />Safety Director Becker and Planning Commission the revision. of the list of <br />procedures as they come through the city so they are more spec if ic; Mr. Dubelko <br />will be formulating legislation to cover the new procedure. <br />2) President Reagan has signed Public .Law 99265 proclaiming National Year of <br />Thanksgiving from 1987 to 1988 and encourages all Americans to participate. <br />3) Board of Control met to award the contract for asbestos removal at Old Town <br />Hall. Contract was awarded to the lowest bidder, AAA, for $5,093. <br />4) The 1987 United Way Drive has been completed with a total contribution by <br />city workers of $684; especially commended the Service Department for its <br />generosity. <br />5) City has received a renewal for the contract for public services which shows <br />a 13.17 increase over last year; legislation will be requested for the next <br />regular council meeting. <br />6) Service Director Noble, Acting Engineer Boyer and Mayor Petrigac .met to dis- <br />cuss Porter Road. City must prepare a proposed profile of the roadway and any <br />culvert crossings within two months. This in.fvrmation will be incorporated in <br />Cleveland's plan and will minimize future design conflicts. Mayor requests an <br />immediate meeting of Finance and Streets and Drainage Committees to get this <br />project underway as soon as possible. <br />7) Councilman O'Grady had requested the Mayor to reevaluate the discontinuation <br />of the Leaf Pickup Program; a meeting was held to discuss the city's options. <br />Needs for the equipment are five sets of liners and three impellers; these <br />would not be delivered for at least two or three weeks. Equipment is normally <br />being worked on as early as August in preparation for leaf pickup; now, the <br />end of October is much too late. The personnel needed, beyond the regular <br />hourly personnel, would be part time and overtime workers at a cost of <br />approximately $35,000. One of the options discussed was the raking and bagging <br />of leaves by scouts working toward their Citizenship Badges as well as resti- <br />tution students; Department of Human Resources is compiling a list. The dis- <br />continuation of the Leaf Pickup Program was a decision..made b.y_the administration; <br />Mayor quoted Yul Brynner's remark, "let it be written and let it be done". <br />i <br />
