MINUTES OF THE MEETING OF THE COUNCTL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 17, 1987 <br />Present; President Janet Saringer, Councilmen Lackey, Logan, McKay, <br />O'Grady, Rademaker, Ta11on, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Saringer at 8:15 P.M., in Council Chambers, <br />5200 Dover Center Road. <br />Members of the audience were invited. to join Members of Council in reciting the <br />Pledge of Allegiance to the Flag. <br />Minutes of Regular Council Meeting of March 3, 1987, were approved. <br />Mayor Petrigac reported: 1) Law Director Gareau, Assistant Law Director Dubelko <br />and Mayor met with State Representative James Petro in regard to Resolution 86-179 <br />which asks for sales tax revenue for transit purposes to be distributed on an equal <br />basis to transit authorities located within a county that is less than county-wide <br />in area. Representative Petro is very receptive to the concept but had some questions <br />regarding the court decision. Law Director will forward information as requested and <br />there will. be future meetings to determine a plan of action. <br />2) Directors Copeland and Schaller, Olmsted Township Trustee Stackhouse and Mayor <br />Petrigac met with representatives from the Cleveland Water Department, the Director of <br />the Community Development Block Grant, and others, to discuss a proposal for the use <br />of the city's portion of the GDBG monies - $200,000 for fiscal year 1987, $200,000 <br />for fiscal year 1988, the Cook Road water line as covered by Ordinance No. 87-26. <br />Directors Copeland and Schaller assembled an excellent proposal. This is an eligible <br />proposal for Olmsted Township but it remains to be seen if it will be eligible for <br />North Olmsted. <br />3) In February, had forwarded a proposed resolution from Westshore Cable, approving <br />the new franchising arrangements, to the Law Department. Mayor's question to the <br />Law Director was: "Gould the city still raise its franchise fee from 3~ to 5~, as <br />Westlake has done, especially since the city has not signed the resolution?" Just <br />today, Mayor's office received another letter requesting the city to sign; will <br />forward copies to council. <br />4) On March 10th, a memo was sent to President Saringer requesting council's appoint- <br />ments to the Citizens Cable TV Advisory Committee and advising that a meeting would <br />be held on Wednesday, March 25th, at 7:30 P.M. Mayor's office has received calls <br />and letters voicing the public's concern over local programming. Meeting is open to <br />the public. <br />5) Has invited members of the Five Year Financial Planning Committee to continue this <br />budgeting process in future years. Would invite anyone who has some knowledge of <br />financing or planning to become a member of this committee; call either the Mayor or <br />Director Cunningham. <br />6) Has received a letter and copy of Resolution No. 34-87, from the City of Olmsted <br />Fa11s, supporting North Olmsted's proposal of the sales tax for transit purposes; <br />this is the second community to take such action. <br />7) Has also received Berea's Resolution No. 87-59, supporting the continuing existence <br />of the Ohio Victims' Bi11 of Rights; perhaps this council may want to introduce a <br />comparable piece of legislation. <br /> <br />
