MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 3, 1987 <br />Present: President Pro Tem Thomas O'Grady, Councilmen Lackey, Logan, <br />McKay, Rademaker, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Acting Clerk of Council Linda Spencer. <br />Absent: Council President Janet Saringer. <br />Meeting was called to order by President Pro Tem O'Grady at 8:00 P.M., in <br />Council Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the regular Council Meeting of January 20, 1987, were approved. <br />Minutes of the special Council Meeting of January 26, 1987, were approved. <br />President Pro Tem O'Grady announced that President Saringer was in the hospital; <br />Clerk of Council Campbell was on vacation; neither would be in attendance tonight. <br />Finance Department Clerk, Linda Spencer, will be covering for Mrs. Campbell. <br />Mayor Petrigac reported: 1) Recognized three youths who have received Voice of <br />Democracy Awards: Amy Stephens, Sonia Chung and Robert Eppich. <br />2) Ken Mues, Tom Terbrack, Richard Noble, Mike Gareau and the Mayor attended an <br />all-day seminar with Maple Heights, RTA and Pete Marwick, discussing the methodology <br />of the comparison of bus operators. Will be meeting further on February 13th. <br />More information was requested on the way calculations of operators' benef its, <br />hours worked, etc., were arrived at. <br />3) Attended a transportation briefing, sponsored by NOACA, on January 29th. Guest <br />speaker was Director Warren Smith of ODOT. Has copied the passouts from this <br />meeting for all council members and hopefully will have an opportunity to dis- <br />cuss the need to adopt new transportation legislation. Ohio is not getting its <br />fair share from the M Funds from the Federal Government. <br />4) Under the chairmanship of Tom Fabek, the administration has put together a <br />package of events from the schools, the mall, Dover Playhouse, Chamber of Commerce <br />and others to see if the city can qualify as a Bicentennial City for the Northwest <br />Ordinance and the U. S. Constitution. <br />5) Mary Kay Lilly and Tom Fabek attended a seminar in Columbus with regard to re- <br />tirement incentive plans. Their initial reaction to the plan is that the cost of <br />its implementation exceeds the benefits that would be derived. <br />6) At the recent CIC Meeting, Chairman Swietyniowski read a letter with respect to <br />the reasons why Fogg/North Olmsted bonds had not been sold as expected when the <br />building has been in service for over a year; market conditions have made a bond <br />sale less than feasible. <br />7) Has written a letter to congressmen and senators regarding Postal Regulation <br />No. 623, asking to include city municipalities under this section - Qualified, <br />Non-Profit Organizations. Right now, cities must pay 10.1 cents; non-prof it <br />organizations get a 7.1 cent rate. Congressman Feighan has responded to the effect <br />that he will look into this to see if legislation can be adopted to include cities. <br /> <br />
