,~ <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 26, 1987 <br />Present: President Janet Saringer, Councilmen Lackey, Logan, McKay, <br />O'Grady, Rademaker, Wilamosky, <br />Also present: Mayor Yvonne Petrigac, Finance Director Edward Boyle, Clerk <br />of Council Florence Campbell. <br />Absent:. Councilman Tallon. <br />Special Council Meeting was called to order by President Saringer at 8:05 P.M., <br />in Council Caucus Room, 5200 Dover Center Road, <br />LEGISLATION: <br />Ordinance No. 87-2 introduced by Mayor. Petrigac and Councilman Wilamosky was <br />given its second reading. An ordinance to make appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year <br />ending December 31, 1987, as amended. <br />Mayor Petrigac stated that the original ordinance had all chemicals for the <br />Wastewater Treatment Plant listed in one lump sum under."Chemicals". The <br />amended legislation, presented this evening, has the chemicals broken down <br />into individual line items; feels very. strongly that .this ties the hands of <br />the Wastewater Treatment Plant Superintendent; would like it to again be <br />grouped under one heading. Service Director Noble. also asked that all chemicals <br />be lumped together in one sum since this would provide for more flexibility, <br />which is needed when changing from one chemical to another. Mr. Wilamosky in- <br />dicated that there would be better control over chemicals by listing them in- <br />dividually; will know just how much of each chemical is being used. and how <br />much more will be needed. Mr. Lackey agreed that council would have a better <br />handle on Treatment Plant requirements by listing the chemicals individually. <br />General discussion continued. <br />Mr. Logan moved to amend Ordinance No. 87-2 by combining line items, "Sodium <br />Aluminate, Polymer, Boiler Chemicals, Chlorine, Nitric Acid and Carbon" under <br />one heading, "Chemicals" in the amount of "$39,000", second by Mr. Rademaker. <br />Roll call on motion: Affirmative vote: Lackey, Logan, Rademaker. Negative <br />vote: McKay, O'Grady, Wilamosky. 3 Aye - 3 Nay - Tie vote. President Saringer <br />cast deciding vote, "aye"; 4 Aye - 3 Nay - Motion carried. Ordinance No. 87-2 <br />amended as per Mr. Logan's motion. <br />Mr. Logan moved for suspension of rule requiring three readings on Ordinance No. <br />87-Z, second by Mr. Rademaker. Roll call on motion: Affirmative vote: Lackey, <br />Logan, Rademaker. Negative vote: McKay, O'Grady, Wilamosky. 3 Aye - 3 Nay - <br />Tie vote. President Saringer voted "aye"c 4 Aye - 3 Nay -Motion failed. <br />A motion for suspension of rule requiring. three readings requires a two-thirds <br />majority -five votes.- to pass. <br />r <br /> <br />
