,~ MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED JANUARY 26, 1987 Present: President Janet Saringer, Councilmen Lackey, Logan, McKay, O'Grady, Rademaker, Wilamosky, Also present: Mayor Yvonne Petrigac, Finance Director Edward Boyle, Clerk of Council Florence Campbell. Absent:. Councilman Tallon. Special Council Meeting was called to order by President Saringer at 8:05 P.M., in Council Caucus Room, 5200 Dover Center Road, LEGISLATION: Ordinance No. 87-2 introduced by Mayor. Petrigac and Councilman Wilamosky was given its second reading. An ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 1987, as amended. Mayor Petrigac stated that the original ordinance had all chemicals for the Wastewater Treatment Plant listed in one lump sum under."Chemicals". The amended legislation, presented this evening, has the chemicals broken down into individual line items; feels very. strongly that .this ties the hands of the Wastewater Treatment Plant Superintendent; would like it to again be grouped under one heading. Service Director Noble. also asked that all chemicals be lumped together in one sum since this would provide for more flexibility, which is needed when changing from one chemical to another. Mr. Wilamosky in- dicated that there would be better control over chemicals by listing them in- dividually; will know just how much of each chemical is being used. and how much more will be needed. Mr. Lackey agreed that council would have a better handle on Treatment Plant requirements by listing the chemicals individually. General discussion continued. Mr. Logan moved to amend Ordinance No. 87-2 by combining line items, "Sodium Aluminate, Polymer, Boiler Chemicals, Chlorine, Nitric Acid and Carbon" under one heading, "Chemicals" in the amount of "$39,000", second by Mr. Rademaker. Roll call on motion: Affirmative vote: Lackey, Logan, Rademaker. Negative vote: McKay, O'Grady, Wilamosky. 3 Aye - 3 Nay - Tie vote. President Saringer cast deciding vote, "aye"; 4 Aye - 3 Nay - Motion carried. Ordinance No. 87-2 amended as per Mr. Logan's motion. Mr. Logan moved for suspension of rule requiring three readings on Ordinance No. 87-Z, second by Mr. Rademaker. Roll call on motion: Affirmative vote: Lackey, Logan, Rademaker. Negative vote: McKay, O'Grady, Wilamosky. 3 Aye - 3 Nay - Tie vote. President Saringer voted "aye"c 4 Aye - 3 Nay -Motion failed. A motion for suspension of rule requiring. three readings requires a two-thirds majority -five votes.- to pass. r
