MINUTES OF THE MEETING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
MARCH 21, 1989
Present: President Pro Tem Dean McKay, Councilwoman Bahas, Councilmen
Boehmer, Bohlmann, O'Grady, Tallon, Wilamosky.
Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance
Director Edward Boyle, Clerk of Council Florence Campbell,
Absent: President Saringer.
Meeting was called to order by President Pro Tem McKay at 8:00 P.M., in Council
Chambers, 5200 Dover Center Road, North Olmsted, Ohio.
Members of the audience were invited to join Members of Council in reciting the
Pledge of Allegiance to the Flag.
President Pro Tem McKay reported: 1) President Saringer's absence this evening
is due to a death in the family.
2) Resolution No. 89-22, supporting the Cuyahoga County Public Library 5-year,
one mill levy renewal, and Resolution No. 89-23, authorizing the Service Director
to advertise for bids for a 20 cubic yard sludge-hauling box for use at the
Wastewater Treatment Plant, have been added to tonight's agenda.
3) Ordinance Nos. 89-12 and 89-13 have been removed from the agenda; suspension of
rule requiring three readings will be requested on Resolution No. 89-18.
Minutes of Council Meeting of March 7, 1989, were corrected as follows: Page One,
Mayor Petrigac's report, Item No. 4, item mentioned should read "air handler".
Minutes of Council Meeting of March 7, 1989, were approved as amended.
Mayor Petrigac reported: 1) Meeting was held between Traf-Pro and the administra-
tion regarding the 402 Study and the AGF Program. State of Ohio has approved the
intersection of Great Northern and Country :Club Boulevards for study as an AGF
Project; next step will be to see if the State will include expansion of the
grant to address other intersections and to do the engineering - cost is approxi-
mately $17,000 for this. 107 of actual construction cost is city's; 907 will be
paid by the State of Ohio. City will continue to try and get 57 of their 10% through
the county. These studies helped the city in its goal for a city-wide signalization.
NOACA has put the signalization on the TIP Program; this is over $1,000,000, the
approximate cost of what city-wide signalization would be. 757 of this amount
would be paid by NOACA and 257 paid by the city. Mayor has been working with the
State to have this on their primary fund which would make the city eligible for
157 state payment of the city's 257. This covers all construction costs. All
engineering costs must be paid by the city and as a rule of thumb it would be
107 or about $138,000.
2) Administration has applied for an ODOT Grant for bike paths along Butternut
Ridge and a grant with the Cuyahoga County Community Development Program to cover
engineering for improving and resurfacing Butternut Ridge Road.
3) Is in receipt of a letter from Mr. Lyle, negotiator for various police personnel;
negotiations will probably begin within the next couple of weeks.
,.
