.-- MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTID NOVF~IDER 15 , 1990 8:00 P.M. Present: Council President Boehmer; Council Members McKay, Nashar, O'Grady, Tallon. Also Present: Mayor Edward Boyle, Finance Director James Burns, Acting Clerk Barbara Seman. Absent: Council Members Bahas, Leonard, Saringer. President BoeYmier called the Special Meeting to order at 8:10 p.m. in Council Chambers at 5200 Dover Center Road, North 0]msted, OH. LEGISLATION Ordinance No. 90-77 introduced by Mayor Boyle was given its third reading. An ordinance to amend Sections 1501.0101, 1501.0501, 1501.0502, 1501.1302, 1501.1901, and 1501.2101 of the Codified Ordinances of the City of North Olmsted, Ohio, in order to increase the Municipal Income Tax Rate from one percent to two percent and to increase the Municipal Income Tax Credit to seventy-five percent of the income tax paid to another municipality on income taxed by the City of North Olmsted to the extent that the income tax so paid does not exceed two percent of that taxable income, and declaring an emergency. Mr. McKay moved to table; second by Mr. O'Grady; passed unanimously. Ordinance No. 90-77 tabled. Ordinance No. 90-79 introduced by Mayor Boyle was given its third reading. An ordinance to establish within the Special Revenue Fund Group a "Permanent Improvement and Solid Waste Management Fund - Income Tax" and a "Street and Storm Water Drainage Systems Fund - Income Tax" of the City of North Olmsted for portions of the City's Municipal Income Tax Revenues, arxi to establish accounts within those funds, and declaring an emergency. Mr. Tallon moved to table; second by Mr. Nashar; passed unanimously. Ordinance No. 90-79 tabled. Ordinance No. 90-151 introduced by Mayor Boyle was given its second reading.
