MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTID <br />OCTOBER 2, 1990 <br />Present: Council President Boehmer, Council Members Babas, <br />Leonard, McKay, Nashar, O'Grady, Beringer, Tallon. <br />Also Present: Mayor Edward Boyle, Law Director Michael Garesu, Finance <br />Director James Burns, Assistant Clerk Barbara Semen. <br />President BoelBner called the meeting to order at 8:09 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, OH. <br />Members of the audience were invited to join Council in reciting the <br />Pledge of Allegiance to the Flag. <br />Mayor Boyle presented a Proclamation proclaiming October i4, 1990 as <br />National Children's Day. The Proclamation was presented to: Joanne <br />DiCarlo, President of the School Board; Dr. Dennis Allen, Supt. of <br />Schools; and Elementary Principals Linda Ward, Suzanne Oswald, Ken <br />Towne, Darryl Christian, and Mary Mackin. The educators were <br />acknowledged by the Administration, Council, and the audience. The <br />Council and Administration were thanked by the educators. <br />Mrs. Saringer moved to amend the agenda to include reconsideration of <br />the Ordinances 90-76 and 90-107; second by Mr. O'Grady; passed <br />unanimously. <br />Mr. Boehmer welcomed Cub Scout Pack 337. The Scouts were recognized by <br />the Administration, Council, and the audience. <br />Mr. Boehmer announced that Ordinances 90-138 and 90-139 were being added <br />to the agenda. In addition, Ordinances 90-123, 90-136 aril 90-139 will <br />be passed on suspension of the rules. <br />Mayor Boyle reported: 1) The State Highway Patrol has begun patrolling <br />I-480. There was a definite need since 50% of the traffic on I-480 <br />exceeds the speed limit as opposed to 17% on all other State Highways. <br />2) On September 16, we sponsored a regional meeting on Issue 2. County <br />Cornnissioner Mary Boyle and Tom Neff of the County Engineer's Office <br />attended and explained how to apply for the funds. Ordinance No. 90- <br />139, which will be passed tonight, allows us to apply for Issue 2 money. <br />3) Work has begun on the sewer lines. We are using a new system on <br />Chase; it is an epoxy that is widely used in Europe and Canada. Using <br />this process, we can go into the pipes with Little or no excavation, <br />patch the holes, and come back out without disruption to the <br />neighborhood. Three locations can be done in one day as opposed to one <br />location in three days with excavation. Next week, we will start <br />excavation for the removal and replacement of pipes that are not <br />repairable. <br />4) Salt boxes are being installed on our trucks in preparation for the <br />winter weather. Also, Ordinance 90-13$ is before you tonight; this <br />ordinance will allow us to enter into a joint purchasing program with <br />other Westshore comm~n~ties. <br /> <br />
