MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLM.STID <br />OCTOBER 15, 1991 <br />Present: Council President Boehmer, Council Members Babas, Leonard, Lind, <br />McKay, Nashar, Saringer, Tallon. <br />Also Present: Mayor Ed Boyle, Finance Director James Burns, Clerk of Council <br />Barbara Seman. <br />Council President Boehmer called the meeting to order at 8:05 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />Minutes of the meeting of October 1, 1991 were approved as written. <br />Mayor Boyle presented a proclamation to teachers Jane Mezey ar~d Karen Pace naming <br />October 19 through October 27 as Red Ribbon Week. The proclamation encouraged <br />all residents to join the City and the schools in promoting a drug free <br />community. Ms. Mezey expressed thanks for the proclamation and. invited everyone <br />to join the North Olmsted Middle School families in their "drug free walk" on <br />Saturday, October 19, at 8:45 a.m. <br />Mayor Boyle reported: 1) Will be submitting to the Legislative Committee the <br />name of William Piar for appointment to the Board of Building Code Appeals. <br />Also, the name of the appointment to the Cable Advisory Board will be submitted, <br />although this appointment does not require Council action. <br />2) In order to encourage ham? improvements, the City is considering adopting a <br />program of tax incentives. Basically, a homeowner making capital improvements <br />of approximately $2,500 or mare can receive an abatement of up to 10 years. If <br />the dwelling is multi-family, the improvement cost can be as much as $5,000 with <br />a 12 year abatement. These figures are limits; the City can adopt a suitable <br />program within the limits. This program would likely result in a better housing <br />stock within the City. Council will soon receive more information on this <br />program; hopefully, legislation will be presented in the near future. <br />3) Red Ribbon Week will begin Saturday, October 19. <br />4) The State of the City address before the Chamber of Commerce will be delivered <br />at a luncheon on Thursday, October. l7. Council members will receive a copy of <br />the speech. <br />5) Halloween trick or treat hours will be Thursday, October 31, from 6:30 to <br />8:30 p.m. Also, our Youth Development Program of the Human Restatarces Department <br />will hold a Halloween party for children ages 3 to 9 at the Comity Cabin from <br />3:30 to 5:30 p.m. <br />In the absence of Law Director Gareau, Mayor Boyle reported that Mr. Gareau has <br />been working with the Administration on the home improvement legislation. Also, <br />the Law Director has been involved in negotiations; the City is currently <br />negotiating with three of five unions. <br /> <br />
