MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMST'ED <br />DECEMBER 28, 1992 <br />8 P.M. <br />Present: Council President Boehmer, Council Members Babas, Leonard, Lind, <br />McKay, Musial, Nashar, Beringer <br />Also Present: Mayor Ed Boyle, Law Director Michel Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Semen <br />Council President Boetxner called the special meeting to order at 8:10 p.m. in <br />Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />Mr. Musial moved to amend the agenda to allow for audience participation; however, <br />he was informed that a special meeting agenda must be amended 24 hours before the <br />meeting is to take place. Mr. Musial moved to amend the agenda for the special <br />meeting of T~.iesday, December 29, 1992 to allow for audience participation and to <br />change the time from 8 p.m. to 8:30 p.m. The motion was seconded by Mrs. Babas and <br />was unanimously passed. <br />LEGISLATION <br />Or 'na~nce No. 92-25 introduced by Mayor Boyle was given its third reading. An <br />ordinance establishing a linked deposit program for residential real property <br />improvements in the City of North Olmsted, pursuant to Section 135.80 of the (~io <br />revised Code, and declaring an emergency. Mr. Lind moved to table; second by Mr. <br />McKay; motion passed unanimously. Ordinance No. 92-25 tabled. {This ordinance had <br />been replaced by Ordinance No. 92-52) <br />Ordinance No. 92-151 introduced by Mayor Boyle was given its third reading. An <br />ordinance creating within the Mayor's office, a Division of Electronic Data <br />Processing, at Chapter 175 of the Administrative Code; creating the positions of <br />Commissioner of Electronic Data Processing and. Electronic Data Processing <br />Specialist; and declaring ~ emergency. Mr. Lind moved for adoption; secorxi by <br />Mrs. Babas. Mr. MusiaS commented that he had contacted Mr. Brent Miller of the <br />NASA Computing Division to see whether or not the city could enlist the aid of NASA <br />in computerizing the city. Mr. Miller indicated that a division of NASA headed by <br />Mr. John Hairston might be able to aid us at nA charge. Mr. Musial proposed that <br />we consult with NASA before passing this ordinance. Mayor Boyle asked Mr. Musial <br />to explain the type of aid NASA would provide. Mr. Musial said NASA would aid the <br />city in determining the type of computerization required, the type of programs <br />required, and the type of data that would be generated. The Mayor questioned the <br />expertise of NASA in municipal government ar~d questioned the timing of this <br />proposal. Mr. Musial felt it would not cause any financial delay to held the <br />legislation for a cougle of months. Mayor -Boyle commented that this was an <br />organizational chart piece of legislation and did not incur a debt for the city. <br />The financial responsibility will be incurred when the appropriation is passed. <br />Mrs. Babas suggested that the legislation be passed with the ur~ierstandng that the <br />Mayor will contact NASA to see what NASA can do for us. Roll call on the motion <br />for adoption: Lind, yes; Babas, yes; Leonard, yes; McKay, yes; Beringer, no; <br />Musial, yes; Nashar, yes.
