MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />. - OF THE CITY OF NORTH OLMSTED <br />MAY 9,1996 <br />Present: Council President Boehmer, Council Members Limpert (6:34), Lmd, <br />McKay, Musial, Nashar, O'Grady (6:32), Saringer (6:31) <br />Also Present: Finance Director Burns, Clerk of Council Seman <br />Council President Boehmer called the special meeting to order at 6:30 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />LEGISLATION <br />Ordinance No. 96-62 introduced by Mr. Lmd was given its third reading. An ordinance <br />authorizing the Director of Public Service to advertise for bids for the purchase of three <br />(3), six-passenger, four door sedan automobiles to be used by the Mayor, Safety Director <br />and Service Director. Mr. Lind moved for adoption. After a short discussion regarding <br />the removal of legislation from the agenda, Mr. Lind rescinded his motion to adopt. Mr. <br />McKay made a motion to remove Ordinance Nos. 96-62, 96-63 and 96-64 from the <br />agenda; second by Mr. Nashar. Roll call: McKay, yes; Nashar, yes; O'Grady, yes; <br />Saringer, yes; Musial, yes; Lmd, yes. At this point, Mr. Limpert took his seat and was <br />advised of the motion. Mr. Limpert said he would vote `4io" to taking all three pieces of <br />legislation off the agenda because he believed there was some immediacy for passage of <br />Ordinance 96-63. In answer to Mr. O'Grady's question as to the need for immediate <br />passage, Mr. Bohhnann said that, since the job was under construction, it would be helpful <br />to pass it as expeditiously as possible. Mrs. Saringer changed her vote to `fro" since the <br />result had not been announced. A lengthy discussion ensued on two points: 1. Whether a <br />Council Member could change a vote; 2. Whether Ordinance 96-63 should be removed <br />from the agenda. Mr. McKay consulted the Rules of Council, and it was determined that <br />a Council Member could indeed change his/her vote as long as the President of Council <br />had not officially declared the result. Mr. O'Grady changed his vote to `4ro." President <br />Boehmer declared the motion to remove Ordinance Nos. 96-62, 96-63 and 96-64 from the <br />agenda as passed with four affirmative votes and three negative votes. <br />Ordinance No. 96-65 introduced by Mr. Lind was given its third reading. An ordinance <br />providing for the issuance and sale of $3,975,000 notes, in anticipation of the issuance of <br />bonds, for the purpose of improving the city's sanitary sewerage system and its functions <br />by constructing and reconstructing sanitary sewers and pumping and retention facilities <br />and by constructing and reconstructing storm sewers and other storm water drainage <br />facilities and improvements to control and limit the vohune of storm water entering or <br />otherwise affecting the sanitary sewerage system, together in all cases with any necessary <br />appurtenances and the performance of any incidental work. Mr. Lind moved for adoption; <br />second by Mr. McKay; motion passed unanimously. Ordinance No. 96-65 adopted. <br />,. <br />~~~ <br />rw,,~. <br />
