MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />OCTOBER 19,1999 <br />Present: Council President Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br />Council President Saringer called the meeting to order at 8:12 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience and Council were invited to join in the recitation of the Pledge <br />of Allegiance as led by Eagle Scout John Bibbs. <br />The minutes of the Council meeting of September 21, 1999 were approved as written. <br />President Saringer announced that the following legislation would be passed under <br />suspension of the rules: Resolutions 99-141, 99-142, 99-144, Ordinances 99-146 and <br />99-147. <br />SPECIAL LEGISLATION <br />Resolution No. 99-141 was introduced and placed on first reading by Mr. Gareau on <br />behalf of the entire Council and the Mayor. A resolution commending the achievement <br />by John David Bibbs of the Eagle Scout Award in Boy Scouting. Mr. Gareau moved for <br />suspension of the rules requiring three readings; second by Mr. Limpert; motion passed <br />unanimously. Mr. Gareau moved for adoption; second by Mr. Limpert; motion passed <br />unanimously. Mrs. Saringer asked Eagle Scout John Bibbs to come forward and she read <br />the resolution in its entirety. John was congratulated and recognized by all present. Mrs. <br />Saringer congratulated John's family. Mrs. Bibbs thanked Scout leader Mr. Fioritto. <br />REPORTS <br />Mayor Musial: 1) On October 5, 1999, a state law became effective which deals with <br />deregulation and restructuring of the electric utility industry in Ohio. Under the <br />legislation, the Ohio General Assembly gave the Public Utilities Commission of Ohio the <br />authority to resolve many issues pertaining from the transition from a regulated <br />environment to a market driven one. These items deal with the pricing of electric <br />transmissions, distribution and generating services and the recovery by utilities of <br />stranded costs, such as the cost of construction of area nuclear power plants. Beginning <br />on October 5, 1999 and ending January 3, 2000, the electric utility companies are <br />required to file their transition plans with the PUCO.
