OF THE CITY OF NORTH OLMSTED <br />AUGUST 17, 1999 <br />Present: Council President Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br />Council President Saringer called the meeting to order at 8:02 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />President Saringer made the following announcements: <br />• Ordinance 99-87 and Resolution 99-104 will be passed under suspension of the rules. <br />• The tax budget legislation will be read on September 7 and a public hearing will be <br />held at 7 p.m. on September 8. The Finance Committee will meet immediately <br />following the public hearing to discuss the legislation. A special Council meeting will <br />be held at 6:30 p.m. on September 14 for passage under suspension of the rules. <br />REPORTS <br />Mayor Musial: 1) NOACA met last Friday to discuss the projects for recommendation to <br />the State of Ohio for funding. (Mr. O'Grady and Mr. Limpert represented the city at the <br />meeting.) The list of ten was expanded to thirteen and now includes the Crocker/Steams <br />project, which is important to North Olmsted because every year that this project is <br />delayed means extra cost for our share of the construction. The thirteen projects have a <br />total funding of approximately $176,000,000; the total amount of money available for the <br />State of Ohio is approximately $300,000,000. There is no guarantee that the <br />Crocker/Steams project will receive funding. Mr. O'Grady reported that he had covered <br />five key points in his presentation to the NOACA board of governors: 1. As pointed out <br />by Councilman Limpert many times, it is a project that has been on the books for thirty <br />years. 2. It is a project that has the support of the residents in this region-the voters of <br />Westlake approved in 1975 and North Olmsted in 1987. 3. It is an economic issue <br />because our city has to absorb the cost of repairing Barton, Bradley, Porter, Dover roads <br />and all of the side streets that are currently being used as cut-through streets to get to <br />Lorain Road or I-480. 4. It is a cost issue for our city because delays are driving the cost <br />up. 5. It is a project of regional importance. Crocker/Steams, if completed, will be the <br />only north-south connector on the west side of Cuyahoga. County. <br /> <br /> <br />
