MINUTES OF THE MEETING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
APRIL 20, 1999
Present: Council President Saringer, Council Members Gareau, Kasler, Limpert,
McKay, Miller, Nashar, O'Grady
Also Present: Mayor Musial, Senior Assistant Law Director Dubelko, Finance Director
Copfer, Clerk of Council Seman
Council President Saringer called the meeting to order at 8:05 in Council Chambers, 5200
Dover Center Road, North Olmsted, Ohio.
Eagle Scout Bryan Machala led Council and the audience in the Pledge of Allegiance to
the Flag.
Mrs. Saringer announced that the following legislation would be passed under suspension
of the rules: Ordinance 99-49; Resolutions 99-47, 99-52, 99-53.
The minutes of the special Council meeting were approved as written. Mayor Musial
said he had not reviewed the minutes and he would have a report on this special meeting
at the next Council meeting.
The minutes of the Council meeting of April 6, 1999 were approved as corrected: page
5, first paragraph, second to last sentence, the title should be "Assistant Finance Director"
instead of Law Director. Mayor Musial said he had not reviewed the minutes and would
have a report on this meeting at the next Council meeting.
President Saringer introduced two guest speakers who wished to make a presentation to
City Council regarding the proposed new library:
Betsey Ruggiero, president of the Friends of the Library, said that recently the Mayor
and Councilman O'Grady had been taken on a tour of other libraries in the
community. It was evident to all who were on the tour that the North Olmsted
Library is grossly inadequate for the size and circulation of our present library. More
parking spaces are needed; and, of course, we need much more space for library
materials. As the library materials grow in terms of media (CDs, CD Roms, DVDs,
video cassettes, audio cassettes, audio CDs), we have no shelf space on which to
place these additional items. Also, we could benefit from adrive-up book drop,
children's story time and activity rooms, larger meetings rooms, smaller conference
rooms and quiet study areas of which there are none in the library. She would like to
offer our residents the same services that other communities are offering.
Donna Meyers, director of the North Olmsted Library, said that the current library is
30 years old. When the library was built in 1968, the types of materials it housed
r~rwarn~_ _.. l~bwta~++~a. -~.. ~,... ,,.,.. ......., «:.~r~a _ wu..rc~m.~~.»~ ,-
