,~ MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 5, 1999 <br />Present: Council President Saringer, Council Members Gareau, Kasler, McKay, <br />Miller, Nashar, O'Grady, Saringer <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br />Council President Saringer called the meeting to order at 8 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />Mr. Limpert moved to amend the agenda to add Ordinance 98-148 on second reading; the <br />motion was seconded by Mr. Gareau and unanimously passed. <br />President Saringer reported on a change to Council Rule No. 13 which was discussed at a <br />Committee-of--the-Whole on Monday, January 4. Rule No. 13 as amended will read as <br />follows: "Standing Committees. Not later than the second regular meeting of Council, in <br />each year following municipal elections, a nominating committee, consisting of the <br />Council of the Whole, shall appoint eight standing committees of three members each, of <br />whom the first named shall be Chairman. Council shall guarantee that each member of a <br />minority party shall be appointed to at least one standing committee selected by his party. <br />The Chairman of the nominating committee shall be the Council President. The <br />Chairman shall request and entertain nominations for membership to the standing <br />committees. A majority vote of all members of Council is necessary for approval of <br />standing committees. Each member of Council shall chair at least one committee. <br />No Council member shall hold a committee chairmanship for more than four (4) <br />consecutive years. Council shall reorganize following each municipal election, or <br />when there is a change in membership of Council, and such reorganization shall <br />include standing committee chairmanship and membership." Mr. McKay moved to <br />amend Rule of Council No. 13. The motion was seconded by Mr. O'Grady and <br />unanimously passed. <br />Mrs. Kasler asked that the minutes of the Council meeting of December 15, 1998 be <br />amended to show Mayor Musial as being in attendance at the Recreation Committee <br />meeting held on December 9. President Saringer ruled that the minutes of the Council <br />meeting of December 15, 1998 would be approved as corrected. <br /> <br />
