,~ MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED JANUARY 5, 1999 Present: Council President Saringer, Council Members Gareau, Kasler, McKay, Miller, Nashar, O'Grady, Saringer Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of Council Seman Council President Saringer called the meeting to order at 8 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. Members of the audience were invited to join Council in reciting the Pledge of Allegiance to the Flag. Mr. Limpert moved to amend the agenda to add Ordinance 98-148 on second reading; the motion was seconded by Mr. Gareau and unanimously passed. President Saringer reported on a change to Council Rule No. 13 which was discussed at a Committee-of--the-Whole on Monday, January 4. Rule No. 13 as amended will read as follows: "Standing Committees. Not later than the second regular meeting of Council, in each year following municipal elections, a nominating committee, consisting of the Council of the Whole, shall appoint eight standing committees of three members each, of whom the first named shall be Chairman. Council shall guarantee that each member of a minority party shall be appointed to at least one standing committee selected by his party. The Chairman of the nominating committee shall be the Council President. The Chairman shall request and entertain nominations for membership to the standing committees. A majority vote of all members of Council is necessary for approval of standing committees. Each member of Council shall chair at least one committee. No Council member shall hold a committee chairmanship for more than four (4) consecutive years. Council shall reorganize following each municipal election, or when there is a change in membership of Council, and such reorganization shall include standing committee chairmanship and membership." Mr. McKay moved to amend Rule of Council No. 13. The motion was seconded by Mr. O'Grady and unanimously passed. Mrs. Kasler asked that the minutes of the Council meeting of December 15, 1998 be amended to show Mayor Musial as being in attendance at the Recreation Committee meeting held on December 9. President Saringer ruled that the minutes of the Council meeting of December 15, 1998 would be approved as corrected.
