<br /> <br />MINUTES OF THE SPECIAL MEETING OF THE .COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />TUESDAY, NOVEMBER 29, 2005 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Miller, Nashar, Orlowski, Ryan, Tallon <br />Also Present: Mayor O'Grady, Law Director Dubelko, Clerk of Council Seman <br />President Kennedy called the special meeting to order at 6:02 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />REPORTS <br />Councilman Ryan, chairperson of the Intro-Governmental Relations Committee: 1) The <br />committee met at 5:30 this evening to consider the Mayor's appointment of Mr. Tom <br />Terbrack for the position of Safety Director. The committee met with Mr. Terbrack and <br />recommended approval for the position of Safety Director. Councilman Ryan moved that <br />Council approve the Mayor's appointment of Thomas Terbrack as Safety Director <br />commencing Wednesday, November 30, 2005. The motion was seconded by <br />Councilman Barker and passed unanimously. Mayor O'Grady announced that new <br />Safety Director Terbrack would be sworn-in at 9:30 a.m. on Wednesday, November 30, <br />2005, in the Mayor's office and Council Members who are able to attend are invited. <br />LEGISLATION <br />Ordinance No. 2005-168 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance providing for the issuance and sale of $500,000 of notes, in anticipation of <br />the issuance of bonds, for the purpose of improving Clague Road between certain <br />termini, in cooperation with Cuyahoga County, by grading, draining, widening, <br />constructing and reconstructing the pavement base, driveway approaches and sidewalks, <br />curbing, preparing the surface, surfacing and providing storm water drainage <br />improvements, in each case together with the necessary appurtenances and work <br />incidental thereto. Finance Chairperson Tallon noted that he was in possession of the <br />Fiscal Officer's Certificate. <br />Ordinance No. 2005-169 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2005. <br />Councilman Tallon noted that the ordinance was discussed briefly in caucus before the <br />special Council meeting. Councilman Tallon moved for suspension of the rules requiring <br />three readings and formal committee review. The motion was seconded by Councilman <br />Gareau and passed unanimously. Councilman Tallon asked Service Director Limpert to <br />explain the need for the new equipment purchase which necessitated suspending the rules <br />on the legislation.
