MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 5, 2005 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, McKay, <br />Miller, Nashar, Ryan, Tallon <br />Also Present: Mayor O'Grady, Law Director Dubelko, Clerk of Council Seman <br />President of Council Kennedy called the special meeting to order at 7:40 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />COMMITTEE REPO,;~iTS <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The Public Safety Committee met on Tuesday, June 28, to discuss Ordinance 2005-90. <br />Present were all Council members, Fire Chief Klecan, Police Chief Ruple, Westlake Fire <br />Chief Pietrick, all directors, the Mayor and various guests from the community. Items <br />discussed include, but are not limited to, a presentation by Chief Klecan discussing their <br />hopeful reduction in response times and quality of response, various radios, <br />communications devices, in-station response, in-field response, improved coordination of <br />services, benefits as to cost with statistics indicating that there are about 100 calls per day <br />to our current dispatch center, roughly 10 of which are Fire and 90 Police. Mutual aid <br />responses were discussed. It was explained that this will not result in automatic aid, but <br />mutual aid which we currently have in place right now. There was some discussion of <br />regionalism in general and how it would or would not apply to this particular ordinance. <br />More discussion was held on the central dispatch pluses and minuses. Representatives <br />from our dispatch center spoke on the proposal, and they recommended against it. A <br />representative from the Fire Department indicated that the fire fighters' union is not <br />endorsing this plan. The Mayor and the Chief had responses for all the people who <br />spoke. There were lengthy and open discussions on all the issues. The Police Chief <br />indicated that there would be minimal impact on his operations in the Police Department, <br />and he was clear that he was only speaking on behalf of the Police Department <br />operations, not fire or ambulance emergency services. The committee decided to not <br />make a recommendation for approval but to hold the legislation in committee until this <br />evening. It was recommended that it would be relieved from committee so that a vote <br />could be taken on consideration of passage. <br />Councilman Miller made a motion to relieve Ordinance No. 2005-90 from the Safety <br />Committee. The motion was seconded by Councilman Nashar. Roll call: Miller, yes; <br />Nashar, yes; Ryan, no; Tallon, yes; McKay, yes; Barker, yes; Gareau, yes. The motion <br />passed with six yes votes and one no vote. Ordinance No. 2005-90 is relieved from <br />committee. <br />PJ <br />
