The agenda item was an
administrative review of Halleen Kia, 27726 Lorain Road. The proposal consists of an
addition to a car dealership: anew showroom, service garage, vehicle storage and other
site improvements on the northwest corner of Lorain and Porter roads. What is currently
on the site is a 3,100 square foot dealership, rear service building and car storage and
display area. Two existing commercial buildings on the corner and a residential house
and garage north of Porter will be removed to accommodate the proposed development.
The new 11,200 square foot showroom will extend from the existing Kia building on
Lorain Road west to wrap around the corner of Porter Road. The BZD granted the
applicant two variances for building setbacks, so that the result is the building will
actually be right up on the corner, not unlike the CVS building directly across the street.
The 10 foot setbacks were granted by the BZA. This will improve the streetscape
appearance and give a little bit of an angle on the historic nature of the corner. There was
a lot of time put into the review of the architecture by the various boards and
commissions, including the Landmarks Commission which weighed in considerably on
the project because it partially falls within a historical district and it does involve the
demolition of an existing historic structure. The addition is a two-story structure with a
showroom on the ground floor and offices on the second floor. The addition was
designed to match the existing building and located in such a way that the building, rather
than outdoor parking, would be the highlight of the corner. Yet we still have a display of
vehicles on the site. There will be low landscaping beds, honey locust trees will be
installed around the main display window area at the corner. The extent of the Porter
Road front will be landscaped with the exception of the northernmost area where three
existing maple trees are to be preserved. The taxus that were originally proposed for this
area will be Located further south below the entry drive. The Forester recommended that
