MINUTES OF THE MEETING OF THE COUNCIL <br />"~ ~ OF THE CITY OF NORTH OLMSTED <br />OCTOBER 3, 2006 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Dailey Jones, Miller, Orlowski, Ryan, Tallon <br />Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President Kennedy called the meeting to order at 8 p.m. in Council Chambers, 5200 Dover <br />Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The minutes of the City Council meeting of September 19, 2006 were approved as written. <br />President Kennedy announced the following legislation would be considered for passage under <br />suspension of the rules: first reading, Resolutions 2005-166, 2006-168, 200b-169, and <br />Ordinance 2006-172. <br />REPORTS <br />Mayor O'Grady: 1) Halloween will be celebrated on Tuesday, October 31, from 6 to 8 ~,.m. <br />Parents and motorists should be cautious during those hours to protect our youngest citizens. <br />2) General election will occur on Tuesday, November 7. Due to construction that is underway at <br />City Hall, there will be no voting in this building. Precinct 3E will vote at the North Olmsted <br />branch library; Precincts 3H and 4G will vote at Grace Church on Dover Center Raad. In an <br />effort to assist residents, a link has been placed on the city webpage to the Cuyahoga County <br />Board of Elections. Residents can register to vote by absentee or sign up as an election day <br />worker. <br />3) Safety Director Terbrack has reported to Council that the recently installed stacks at Suburban <br />Collision are not consistent with the approved plans. The Building Dept. has determined that the <br />stacks are significantly higher than those that were approved and has sent a letter of violation to <br />Suburban. <br />4) As noted by Councilwoman Dailey Jones during caucus, ODOT has announced a change to <br />their plans to repair the I-480 sound bamer walls that were scheduled to be done this month. <br />The lowest bid received for the repair project was as $2.S million, which is $1.2 million above <br />their budget; therefore, it is not economical to repair the walls. For safety reasons, the existing <br />walls will be removed this fall. That will be done by ODOT, and a temporary fence will be put in <br />place. This will cause some inconvenience for our residents who have had the benefit of these <br />walls for more than 20 years. The state had planned to come back with construction of new <br />walls, which is a benefit to our city, in 2009. He contacted ODOT leadership directly, as did <br />~~.,~~ <br />
