MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 21, 2006 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Dailey Jones, Miller, Orlowski, Tallon. Councilman Ryan took his seat at <br />8:02 p.m. <br />Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />President Kennedy called the meeting to order at 8 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The minutes of the Council meeting of March 7, 2006 were approved as written. <br />President Kennedy announced the following legislation would be considered for passage <br />under suspension of the rules: second reading, 2006-50, 2006-55, 2006-71; second first <br />reading, 2006-72, 2006-75, 2006-76, 2006-77, 2006-78. <br />RED <br />1) Regarding Resolution 2006-52, the Mayor's Ball legislation. There has been a great <br />deal of misinformation with regard to the Mayor's Ball. To clarify, the Mayor's Ball is <br />not going to be funded with city tax dollars. At no time in the past or was it envisioned <br />for the future that any tax dollars would be used to fund the Mayor's Ball in North <br />Olmsted. It remains a charitable fundraiser to benefit charities and programs in our area. <br />Second clarification is potential for employee abuse that perhaps city workers would <br />somehow be compelled to attend or to sell tickets. That has never happened in the past, <br />nor would it be something that would be envisioned by this administration. This <br />resolution is good government. As mayor, he intends to hold the Mayor's Ball every year <br />to raise funds for charity and community purposes. He wants to showcase 5pringvale <br />Ballroom during these events, but he will not do that if there exists the possibility that <br />this might be seen as a conflict. In conversations with the Law Director, it was <br />determined that a conflict could exist and he will not allow that. He won't approach a <br />conflict; he won't even allow gray areas. Therefore, he presented draft legislation to the <br />Law Director who contacted the Ohio Ethics Commission. At their urging, we have <br />Resolution 2006-52 ready. It is recommended to Council by the administration, the Law <br />Director and the Ohio Ethics Commission. He asks for support of this so that in future <br />years we can return to Springvale, which is the sole purpose of this legislation. <br />
