CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2001-06 <br />BY: MAYOR NORMAN T. MUSIAL <br />AN ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO <br />ENTER INTO A SOLE SOURCE PURCHASE AGREEMENT FOR THE <br />PURCHASE OF A COMPLETE DEWATERING CENTRIFUGE SYSTEM FOR <br />THE WASTEWATER TREATMENT PLANT AND TO EXTEND BY TWO <br />MONTHS THE LEASE OF THE TRAILER PRESENTLY HOUSING THE <br />COMPLETE DEWATERING CENTRIFUGE SYSTEM TO BE DIRECTLY <br />PURCHASED, WITHOUT PUBLIC BIDDING, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, Ordinance 2000-13 8 authorized the Director of Public Service to <br />enter into negotiations with P&H Senesac, Inc. for direct purchase cost negotiations of <br />the temporary and portable, complete dewatering centrifuge system that has been in use <br />at the Wastewater Treatment Plant since August 9, 2000; and <br />WHEREAS, the leasing of the temporary and portable, complete dewatering <br />centrifuge system since August 9, 2000 as authorized by Ordinances 2000-99 and 2000- <br />137 has allowed the City of North Olmsted to assess the odor emission benefits, the <br />operating costs and the effect of such a system on the performance of the plant, and <br />WHEREAS, the offsite odors have been greatly reduced due solely to the <br />operation of a complete dewatering centrifuge system at the Wastewater Treatment Plant <br />since August 9, 2000; and <br />WHEREAS, the a complete dewatering centrifuge system has been documented <br />as greatly enhancing the performance of not only the 1999 and 2000 Aeration Unit <br />Process Alternations but also the 1991 and 1993 capital improvements made at the <br />Wastewater Treatment Plant; and <br />WHEREAS, the temporary and portable, leased complete dewatering centrifuge <br />system at the North Olmsted Wastewater Treatment Plant has been producing biosolids <br />consistent with the design criteria that would be required for a permanent installation <br />designed with current dry solids dewatering centrifuge technology; and <br />WHEREAS, the Wastewater Treatment Plant has been reliably in 100% <br />compliance with the terms and conditions of the June 28, 2000 National Pollutant <br />Discharge Elimination System (NPDES) Permit since placing the temporary and <br />portable, leased complete dewatering centrifuge system into operation on August 9, 2000;
