A? _ . <br />S <br />? .._...? ?:. <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 90- 109 <br />BY: ENTIRE COUNCIL <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE ELEC- <br />TORS OF THE CITY OF NORTH OLMSTED, OHIO OF AN AMENDMENT <br />TO ARTICLE III, SECTION 5(a) OF THE CHARTER, PROVIDING <br />CLARIFICATION OF THE APPOINTMENT AND REMOVAL AUTHORITY <br />OF THE MAYOR, AS RECOMMENDED BY THE CHARTER REVIEW <br />COMMITTEE, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Charter Review Commission of the City of North Olmsted, <br />appointed pursuant to Article XIV of the Charter of the City of North Olmsted, <br />has filed its report of recommended amendments to the Charter with this Coun- <br />cil; and <br />WHEREAS, this Council deems it appropriate to submit the within proposal <br />to the electors for their consideration at the General Election to be held <br />within the City on November 6, 1990. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO, TWO-THIRDS OF ALL MEMBERS <br />CONCURRING: <br />SECTION 1: That this Council hereby authorizes and directs the <br />submission to the electors of the City of North Olmsted at the General Elec- <br />tion to be held at the usual places of voting in said City on Tuesday, Novem- <br />ber 6, 1990, the following separate proposal to amend the Charter of the City <br />of North Olmsted: <br />Proposal: That Article III, Section 5(a) of the Charter relatinq to the <br />appointment and removal authority of the Mayor be amended to clarify the terms <br />of appointments by the Mayor and his authority to make in term removals of <br />appointed directors and division level officers. Such proposed amended Sec- <br />tion 5(a) of Article III shall read as follows: <br />Article III <br />The Mavor <br />SECTION 5. DUTIES AND POWERS OF THE MAYOR. <br />(a) Executive Powers. The Mayor shall be the chief executive <br />officer of the City. He shall supervise the administration of the <br />City's affairs and shall exercise control over all departments and <br />divisions. He shall be the chief conservator of the peace within <br />the City and shall cause all laws and ordinances to be enforced. <br />He shall be responsible for the preparation and submission of the <br />annual estimate of receipts and expenditures, and of appropriation
