. . . ._._ ...I+---.- . .._ <br />? ,.. <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 92- ' 72 <br />BY: 1?Z. -MCKAY <br />AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT <br />OF A PROGRAM OF RECYCLING FOR MULTI-FAMILY <br />DWELLING UNITS LOCATED WITHIN THE CITY OF <br />NORTH OLMSTED AND DECLARING AN EMERGENCY. <br />WHEREAS, the Administration and Council of the City of North Olmsted have <br />developed through a private contractor, a program of recycling solid waste throughout the city <br />for single family dwelling units; and <br />WHEREAS, with the adoption of a modified income tax revenue plan, part of those funds <br />were dedicated to solid waste recycling; and <br />WHEREAS, it is the belief of this Council that because individuals living in multi-family <br />units contribute tax dollars through income tax collection they to are entitled to solid waste <br />recycling; and <br />WHEREAS, this Council recognizes that because of logistics reasons, multi-family units <br />are unable to avail themselves of the cunent city program of curbside recycling and, as a result, <br />an alternative must be adopted to implement solid waste recycling for multi-family residents. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby adopt a multi-family solid waste recycling <br />program which shall be developed in detail by the Director of Public Service. Said program <br />shall include the following provisions: <br />1) The city has designated BFI as its contractor to provide the aforesaid service to multi- <br />family dwellings. Any multi-family dwelling unit who is not under contract with a refuge hauler <br />shall have their recyclable refuge collected by BFI. <br />2) The city, through BFI, shall establish a unit price for solid waste recycling. <br />3) In the event that any multi-family dwelling unit owner is currently receiving recycling <br />service from a provider other than BFI, that the city shall pay said provider the charge for <br />recycling service in an amount equal to the cost paid by the city to BFI per unit multiplied by
