CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2017 - 41 <br />By: Council President Jones and Council Members Hemann, Kearney, Limpert, Rahm, <br />Schumann & Williamson <br />A RESOLUTION OPPOSINGPROPOSED REDUCTIONSINFUNDING <br />FOR FEDERAL PROGRAMS THA TARE CRITICAL TO MUNICIPAL <br />SER VICES AND ESSENTIAL TO THE RESIDENTS OF THE CITY OF <br />NORTH OLMSTED, OHIO, AND DECLARING AN EMERGENCY <br />WHEREAS, President Trump's budget proposal, named "America First: A Budget Blueprint <br />to Make America Great Again," would increase defense spending by $54 billion and then proposes to <br />offset that increase in defense spending by stripping money from more than 18 other federal <br />agencies, many of which disburse funding to State and local programs, and; <br />WHEREAS, the City of North Olmsted, and its citizens, greatly benefit from and rely upon <br />federal and state funding of several programs which support critical health and human services <br />programs, and; <br />WHEREAS, the City of North Olmsted, and its citizens, are gravely concerned that President <br />Trump's budget proposal, if not reasonably modified by members of Congress, threatens to <br />drastically reduce or eliminate funding for the following programs which the City of North Olmsted, <br />and its citizens, benefit from and depend upon: <br />• Older Americans Act Title III funding for hot lunch meals at the Senior Center and <br />Farmers Market vouchers; <br />• Housing and Urban Development (HUD) funding for Community Development <br />Block Grant (CDBG) for sidewalks; <br />• Department of Justice (DOJ) sponsored bullet proof vests; <br />• Federal Emergency Management Agency (FEMA) sponsored firefighter equipment; <br />• Federal Transit Administration (FTA) allowance for Senior Transit Connection. <br />WHEREAS, in the wake of statewide reductions in the Local Government Fund, <br />municipalities cannot afford another loss in funding and cannot afford to replace the revenue, and; <br />WHEREAS, this Council hereby resolves to unequivocally declare its opposition to drastic <br />federal budget cuts and supports Congress in the approval of federal funding for service programs in <br />the City of North Olmsted, and its citizens, who greatly benefit from and rely upon them. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Council and the Administration of the City of North Olmsted do <br />hereby declare their opposition to any drastic budget cuts on the part of the federal government of the <br />United States of America and/or consequential elimination or devastating reductions in funding by <br />
