MINUTES OF THE PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVEMBER 21, 2017 <br />Present: Council President Jones, Council Members Brossard, Kearney, Limpert, <br />Rahm, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Safety & Service Glauner, Director of Law <br />Gareau, Director of Planning & Development Lieber and Clerk of Council <br />Massarolo <br />Absent: Council Member Hemann <br />Council President Jones called the meeting to order at 7:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />ISSUE: An Ordinance amending Chapter 1145 "Limited Industry -Industrial Park <br />District" of Chapter Eleven of the Codified Ordinances of the City of North Olmsted <br />titled "Planning and Zoning Code," for the purpose of implementing zoning code changes <br />proposed by the City of North Olmsted Planning and Design Commission. <br />Council President Jones reminded Council this was a Public Hearing and the goal is to <br />hear from the audience their concerns and issues. Council may ask follow-up questions to <br />any audience questions, but Council will have a Building, Zoning & Development <br />meeting on this same topic following the Public Hearing. At that point, Council can ask <br />any further questions. <br />Director of Planning and Development Lieber was asked to provide an overview. <br />The staff has undertaken the update of Chapter 1145, the Industrial District on the heels <br />of the recent Commercial Zoning Code update. The first objective was to align this <br />chapter more closely with the commercial code in terms of format, structure and voice. <br />The City also wanted to address specific property owner's concerns in the Limited <br />Industry District related to the prohibition against retail sales. The City had heard from <br />several industrial owners that they wanted the ability to have accessory retail sales to <br />their main industrial use. The City convened several meetings with those property owners <br />and worked out a compromise where up to 10 percent of their area could be used for <br />retail. The City also wanted to refer to the updated approval process and other relevant <br />chapters that had recently been updated. The City also wanted to improve or better clarify <br />the landscape requirements. The definitions section was removed along with other <br />obsolete sections which have been addressed in the code. The City also updated the <br />purpose statements and worked to identify other areas and uses which needed to be <br />
