MINUTES OF THE PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 4, 2018 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Safety & Service Glauner, Director of Law <br />Gareau, Director of Planning & Development Lieber and Clerk of Council <br />Massarolo <br />Council President Jones called the meeting to order at 7:15 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />ISSUE: An Ordinance amending Chapter 1135 "One and Two Family Residence <br />Districts" of Chapter Eleven of the Codified Ordinances of the City of North Olmsted <br />titled "Planning and Zoning Code," for the threefold purpose of (1) establishing Bed and <br />Breakfast Inns as conditional uses; (2) modifying regulations concerning parking and <br />driveways; and (3) permitting Book Exchange Boxes as accessory uses. <br />Council President Jones reminded Council this was a Public Hearing and the goal is to <br />hear from the audience their concerns and issues. Council may ask follow-up questions to <br />any audience questions, but Council will have a Building, Zoning & Development <br />meeting on this same topic on September 11, 2018. At that point, Council can ask any <br />further questions. <br />As sponsors of the legislation, Councilman Schumann and Councilwoman Williamson <br />were asked to provide a brief summary. <br />Councilman Schumann said there are three changes to the Zoning Code in this <br />legislation. He said the first one is regarding book boxes. These are little libraries and <br />there is already one at the park by the Senior Center and at some of the schools. This <br />legislation would allow them to be setup on private property. The City wants to allow <br />these, but allows the City to spell out how they can be setup. The next thing is to allow <br />bed and breakfasts as conditional uses. He said this allows you to take your home and <br />turn it into a bed and breakfast, but you have to come before the Planning Commission <br />with a plan and would need to be approved by Council. Councilman Schumann said the <br />last part of this legislation deals with parking in driveways. He said these are suggestions <br />by the Building Department because there have been some massive changes to the <br />residential zoning codes. <br />
