<br />AN ORDINANCE ESTABLISHING A LITTER CONTROL AND RECYCLING
<br />ADVISORY COUNCIL IN THE CITY OF NORTH OLMSTED, AND DE-
<br />CLARING AN EMERGENCY, AS AMENDED.
<br />WHEREAS, under the Ohio Litter Control Law, municipal corpora-
<br />tions are eligible to participate in a Litter Control Grants Program
<br />if they meet certain criteria, and
<br />WHEREAS, in order to participate in said Program it is necessary
<br />to first have established a Litter Control and Recycling Advisory
<br />Council, and
<br />WHEREAS, said Advisory Council must consist of the following
<br />minimum representation:
<br />A. At least one local government renresentative.
<br />(Council person, City Manager, or Mayor.)
<br />B. At least one law enforcement official. (Chief
<br />of Police, Judge, or Health Commissioner.)
<br />C. At least one public education official. (School
<br />Board Member, School Administrator, Primary or
<br />Secondary School Teacher, etc.)
<br />D. At least two or more public members. (Representing
<br />such interests as industry, labor, commerce,
<br />media, agriculture, conservation, neighborhood
<br />associations, etc.)
<br />and,
<br />WHEREAS, it is the desire of this Council to establish a
<br />Litter Control and Advisory Council.
<br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
<br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO:
<br />SECTION 1: That there is hereby created a Litter Control and
<br />Recycling Advisory Council, which Council shall consist of five (5)
<br />members, namely, the Chairman o_f the Environmental Control Committee,
<br />the Chief of Police or his designee, one member who is a public education
<br />official (either a School Board Member, School Board Administrator,
<br />Primary or Secondary School Teacher); two (2) members who are residents
<br />of the City of North Olmsted who have backgrounds in any of the follow-
<br />ing areas: commerce, media, agriculture, industry, labor, conservation,
<br />neighborhood associations, youth groups, civic groups, or religious
<br />organizations.
<br />The term of office with respect to the Chairman of the Environ-
<br />mental Control Committee, and the Chief of Police shall be concurrent
<br />with their tenure in office. The position occupied by the public
<br />education official and the other two members of the public shall be for
<br />a two (2) year period. Said positions shall be filled by the Mayor,
<br />through appointment, and confirmation by a majority of the members of
<br />Council. The initial term of said individuals, however, shall run
<br />from the effective date of this ordinance and continue for the Year
<br />of 1982, for the full Year of 1983, and the full year of 1984. The
<br />appointment shall expire on December 31, 1984, Any vacancy shall be
<br />filled in the same manner for the unexpired term.
