WOERPEL <br /> <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION <br />TO THE ELECTORS OF THE CITY OF NORTH OLMSTEll <br />OF A PROPOSED AMENDMENT TO THE CHARTER OF <br />THE CITY OF NORTH OLMSTED RELATING TO THE <br />REQUIRENIENT OF PROVIDING FOR AN INDEPENDENT <br />AUDIT OF THE BOOKS AND RECORDS OF THE CITY <br />OF NORTH OLMSTED ONCE EVERY FIVE (5) YEARS, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, pursuant to the Charter of the City of North Olmsted, and <br />the Constitution of the State of Ohio, this Council has determined to <br />authorize and direct the submission to the electors of the City of <br />North Olmsted of a proposed Charter amendment, hereinafter set forth <br />in the General Election to be held on November 2, 1982, which election <br />is not less than sixty (60) days, nor more than one hundred twenty <br />(120) days from the date of the passage of this ordinance. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO, TWO-THIRDS OF <br />THE COUNCIL CONCURRING: <br />SECTION l: That this Council hereby authorizes and directs <br />the su mission to the electors of the City of North Olmsted at the <br />General Election to be held at the usual places of voting in said <br />City on Tuesday, November 2, 1982, the following proposal to amend <br />the Charter of the City of North Olmsted: <br />PROPOSAL <br />That ArticlQ VIII of the Charter be amended by providing <br />for the addition of Section 10entitled "Independent Audit" <br />which shall require the Director of Finance to have an <br />independent audit of the financial records by a certified <br />public accounting firm once every five (5) years commencing <br />with the Year 1983. Such new Section IDof Article VIII <br />shall read as follows: <br />ARTICLE VIII <br />FINANCES <br />SEC. 10 INDEPENDENT AUDIT. <br />Commencing in the Year 1983 and every fifth (5th) year thereafter <br />the Director of Finance shall be reauired to hire the services of a <br />certified public accounting firm for the purpose of auditing the City's <br />financial records. The City Council shall be rec{uired to provide the <br />necessary funds for said audit. When said audit is complete, the <br />Council shall receive from the Director of Finance a copy of the <br />completed audit and accompanying documents, together with the Auditor's <br />report. <br />SECTION 2: That if such amendment is approved by the majority <br />of electors voting thereon at such election, it shall become effective <br />from and after the time of its approval by the electors.
