MINUTES OF THE MEETING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
APRIL 2, 2019
Present: Council President Jones, Council Members Brossard, Glassburn, Hemann,
Kearney, Limpert, Schumann & Williamson
Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human
Resources Gallo, Director of Law Gareau, Director of Safety & Service
Glauner, Director of Planning & Development Lieber and Clerk of
Council Massarolo
Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers,
5200 Dover Center Road, North Olmsted, Ohio.
Members of the audience were invited to join Council in the recitation of the Pledge of
Allegiance.
The Council meeting minutes of March 19, 2019 were approved as written.
The following legislation will be considered for passage under suspension of the rules
this evening: First Reading: Resolution 2019-54, Ordinance 2019-55 and Resolution
2019-57.
REPORTS
Mayor Kennedy:
• No Report.
Director of Law Gareau:
• At a previous meeting I mentioned there had been a lawsuit filed against the City
and somehow a claim was made against the City. It was a situation that involved a
tenant and a landlord. Somehow Building Commissioner Jeffrey Grusenmeyer
was named in it. The City asked for a judgment on the pleadings, which was
granted and the case was dismissed. It was some crafty litigating by a pro se
individual and it was needless. Thankfully, the judge immediately took the City's
motion and granted it.
• There was a meeting held last Friday at Springvale regarding some of the issues
there. A total of 15 people were at the meeting, many of whom were lawyers. It
was a very productive day and I think it went very well. The meeting was focused
on the issues and I hope it will be resolved quickly. The City went in with the
right level of expertise needed. My hope is we won't have to go further than
another meeting or two. I will get into more detail with Council as the situation
hopefully comes to a close.
Director of Finance Copfer:
• I want to thank Council for allowing me on the Streets Tour. It was very
informative. Sometimes you just get behind the numbers and you don't get out
