MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 16, 2019 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber and Clerk of <br />Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of April 2, 2019 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: None. <br />REPORTS <br />Mayor Kennedy: <br />• Scholarship winners are being contacted and at the meeting on May 7, we will <br />have quite a few of them up here. <br />• Eggstravaganza is on April 20 at North Olmsted Park. This is the Easter Egg hunt <br />and pre -registration is required. People can register at the Recreation Center. <br />• The 2019 Earth Fair is April 28, from 1 p.m. to 4 p.m. at the Community Cabin. <br />• The Springvale Mother's Day Brunch is scheduled for May 12. <br />Director of Law Gareau: <br />• Two meetings ago, I told you the City had been sued in a matter of Lucarelli v. <br />Mallett. At the last meeting, I told you the City had filed and been granted a <br />motion to dismiss and the City was no longer in the case. Now this meeting I'm <br />telling you she took an appeal to the Court of Appeals from the ruling that got us <br />out of the case. It is moving along and now it's in the Court of Appeals. I'm still <br />not even sure why the City got sued in the first instance, but hopefully there will <br />be a quick ruling and the City will be out of the case permanently. <br />• I did a quick analysis of the Rocky River Municipal Court Cases and cases the <br />City prosecuted. The City had 134 felony cases, up 18 from last year. Theft, <br />felony theft, drug possession (27 cases) and receiving stolen property were the big <br />ones. In terms of State Statute misdemeanors, again thefts were the highest in <br />each category and those were up 84. Again, we had theft increase in both felony <br />and misdemeanor levels, which is no surprise from people at Great Northern Mall. <br />In City Ordinance misdemeanor cases were down 15 total. There was 131 in 2017 <br />
