MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 7, 2019 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber and Clerk of <br />Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of April 16, 2019 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: Second Reading: Ordinance 2019-58. <br />REPORTS <br />Mayor Kennedy: <br />• Mayor Kennedy said Resolution 2018-90 regarding Cleveland Water is currently <br />before Council. He said 15 years ago when he was on Council and when he <br />became Mayor he was no fan of Cleveland Water. However, they have stepped it <br />up over the past eight years. He said he wants to enter into an agreement which 36 <br />of 60 cities have already entered into. It states the City gives the water lines it <br />currently owns and has no plans to replace to Cleveland and they start a <br />replacement plan. The Mayor said there is no cost to this and they are not assets, <br />they are liabilities. He said he is concerned and the residents should be concerned. <br />Fairview Park and Rocky River are two communities which have signed the <br />agreement. In the last seven to eight years, Fairview Park has received almost $6 <br />million and Rocky River has received $11 million in replacement that residents <br />here paid for, along with them. He said your rates are going to pay for these <br />improvements. The Mayor said they already come out and fix the pipes if they <br />break, but this is about replacement. He said the City has so many old lines that <br />need replacement and two weeks from now Council will be voting on this. He <br />said he is concerned because it got voted out of committee with a 3-0 no vote. He <br />said you people need to wake up and hold your elected officials, which is <br />everyone on Council and him, accountable for what decisions they make. The <br />administration, Democrat and Republican alike, are throwing their hands in the air <br />as to why the City is not signing this agreement. The Mayor said he wants the <br />residents to hold him and everyone up here accountable and wants everyone to be <br />here in two weeks. He wants them to read the water agreement. He said he is <br />
