MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 3, 2019 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kearney, Limpert, Schumann & Limpert <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber and Clerk of <br />Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of August 20, 2019 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: None. <br />REPORTS <br />Mayor Kennedy: <br />• No Report. <br />Director of Law Gareau: <br />• Lucarelli v. Mallett has been dismissed four or five times and this should be the <br />last time the case should be dismissed against the City. This started out as a <br />landlord versus tenant case and somehow the City got sued and I'm still not even <br />sure why. It has been throw out at the Court of Appeals so I believe we are <br />finished with it. <br />• Katelyn Montgomery, our clerk in the Law Department, has left. She has taken <br />another clerk position and we wish her the best in her endeavors. <br />• Dokota Stiegelmeyer has assumed the clerk role and is a second year law student <br />at Cleveland State. He has been secured on a program where Cleveland State will <br />pay for his work here so that saves the City and department a little money. He is <br />already working Mayor's Court. <br />• Regarding the ordinance on vaping being held in committee. We had a discussion <br />last week about alternate programs. Director Gallo followed up with Youth and <br />Family Services Director Allegra about what is done for those under 18. Those <br />cases are currently handled through the same program we handle traffic cases for <br />those under 18. The typical process is to get kids more education on tobacco and <br />nicotine usage. An online course through Third Millennium is used and the <br />magistrate usually makes them write a report or explain what they got out of it. <br />I'm not sure if writing a report would be as effective for 18 to 21, but they do <br />
