MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />OCTOBER 1, 2019 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kearney, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Development Lieber and Clerk of <br />Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council meeting minutes of September 17, 2019 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: Second Reading: Resolution 2019-85; First Reading: Ordinance 2019-86 <br />and Resolution 2019-89. <br />REPORTS <br />Mayor Kennedy: <br />• The Volunteer Dinner was yesterday and we had a great showing from Council so <br />thank you to those of you who came to it. <br />• Fire Prevention Week is October 6th through 12th and Station #1 is going to have <br />an open house from 6 p.m. to 8 p.m. on Thursday, October 10. There will be 50 <br />smoke detectors given away to the public. <br />• Shred It Day is Saturday, October 12 from 9 a.m until Noon at the Recreation <br />Center. <br />Director of Law Gareau: <br />• Concerning the class action opioid and prescription drug abuse lawsuit being <br />handled in the Northern Ohio Federal District Court, you may have seen that <br />Purdue Pharma had filed for bankruptcy protection. It was contemplated they may <br />do so. The law department has no updates on this case, but did receive <br />information if the City wanted to be excluded from any settlement and litigate the <br />case on its own how it could do so. The Law Department will not be taking on big <br />pharma and will stay a part of the class action. <br />• Council may have heard some time ago about the State legalizing hemp and might <br />have seen some concern from law enforcement about being able to make a <br />determination between hemp and marijuana. The City does not have the ability to <br />do that effectively in the street. There has been a lot of talk in the media about <br />what the ramifications are in terms of prosecutions.
