MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 3, 2020 <br />Present: Council President Jones, Council Members Brossard, Glassburn, Hemann, <br />Kelly, Limpert, Schumann & Williamson <br />Also Present: Mayor Kennedy, Director of Finance Copfer, Director of Human <br />Resources Gallo, Director of Law Gareau, Director of Safety & Service <br />Glauner, Director of Planning & Community Development Lieber and <br />Clerk of Council Massarolo <br />Council President Jones called the meeting to order at 8:00 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The Council Meeting Minutes of February 18, 2020 were approved as written. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: First Reading: Resolution 2020-43 and Resolution 2020-44. <br />REPORTS <br />Mayor Kennedy: <br />• The Fish Fry's at Springvale have started and will run through April 10`' <br />• The Westshore Mayor's met with Terry Allan, the Health Commissioner for <br />Cuyahoga County regarding the Coronavirus. <br />• The North Olmsted Signals Phase II will begin this week weather permitting. <br />Work will take place from 7:30 a.m. to 3:30 p.m. and traffic might be reduced to <br />one lane in areas. This phase includes replacement of the traffic signals and curb <br />ramps on Brook Park, Butternut Ridge, Clague, Columbia, Country Club and <br />Great Northern Boulevard. <br />Director of Law Gareau: <br />• The Charter Review Commission has met for the second time. It has set a <br />schedule for future meetings. The next meeting will be held on March 12 at 7:00 <br />p.m. It will tackle Articles I, II, III and V. Additionally, other dates have been set. <br />March 24 at 6:00 p.m., April 2 at 7:00 p.m., April 14 at 6:00 p.m. and April 28 at <br />6:00 p.m. The Commission plans to break the Charter down into different groups <br />and will discuss a group at each meeting. <br />• There was a meeting on February 19 with Governor DeWine and Attorney <br />General Yost to discuss coordinating efforts regarding the litigation and strategies <br />of the opioid lawsuit. There was a lengthy revised Memorandum of <br />Understanding (MOU) submitted to the municipalities. The City told the litigation <br />counsel it would accept the revised MOU. Director Gareau said when it is time to <br />
