MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 13, 2022 <br />Present Council President Brossard, Council Members Gilchrist, Glassburn, Hemann, <br />Kelly, Limpert, Scarl and Williamson. <br />Also Present: Mayor Nicole Dailey Jones and Assistant Director of Law O'Malley and Director <br />of Finance Copfer, H. R. Director, Economic Director, Safety Director, Special <br />Assistant to the Mayor, Clerk of Council and guests. <br />Council President Brossard called the meeting to order at 8:38 p.m. in Council Chambers, 5200 <br />Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />ANNOUNCEMENTS <br />The Council Meeting Minutes of September 6, 2022 were approved as written. <br />The following legislation was considered for suspension of the rules. On second reading <br />Resolution 2022-81. <br />REPORTS <br />Council President Pro Tem Williamson, Committee of the Whole. <br />The Committee of the Whole met on Tuesday, August 9, 2022 at 7.54 p.m. Present were <br />Councilmembers Glassburn, Hemann, Limpert, Kelly, Gilchrist and Scarl, Mayor Jones, Law <br />Director Gareau, Finance Director Copfer, Human Resources Director Kidd, Director of <br />Economic and Community Development Upton, Safety Director Scofield, Service Director <br />Kearney, Recreation and Public Engagement Director Pinchek, Special Assistant to the Mayor <br />Massarolo and guests. <br />• Discussed the second tranche of the ARPA funding totally approximately $1.6 million <br />dollars. Council previously approved the first tranche totaling approximately $1.6 million <br />dollars earlier this year. <br />• The Administration is proposing the following spending: Lorain Road Emergency Vehicle <br />Signal Pre-emptiom, Dynamic Speed Feedback Signs, Speed Humps and Demolition <br />and reposition of Forest Elementary School Property. Upgrade WiFi and install security <br />cameras/Panic buttons at the Recreation Center, security cameras/panic buttons at <br />Springvale and to match $150,000 in State Capital Funding for updates to North <br />Olmsted Park. The Administration is proposing to digitize all commercial zoning files, <br />implement a digital HR system, modernize City Council Chambers and Caucus Room <br />and implement a pavement condition rating system. The pavement condition rating <br />system will leverage sensor technology, 3-D cameras and data analytics to create and <br />maintain a five-year capital improvement strategy to leverage on road funding and <br />sidewalk repair. <br />• If Council approves the funding in this second tranche, the total ARPA funding will be <br />over $3.2 million dollars with the City putting approximately $1.1 million into Public <br />Director Upton discussed $892,469 for demolition of Spruce Elementary School and <br />
