MINUTES <br /> OF A MEETING OF <br /> LAKEWOOD CITY COUNCIL <br /> AUDITORIUM <br /> MARCH 20, 2023 <br /> 7:30 P.M. <br /> Regular Meeting of the Lakewood City Council called to order at 7:31 PM by President <br /> Litten. <br /> Present: Kyle Baker, Thomas R. Bullock III, Sarah Kepple, John Litten, Cindy Marx, Tristan <br /> Rader, Jason Shachner <br /> Also Present: Mayor George, Finance Director Rancatore, Police Chief Kaucheck, Public <br /> Works Director, Gordon, Human Services Director Berry, Human Resources Director <br /> Dillinger,Planning Director Shawn Leininger, Law Director Ernie Vargo, Fire Chief Dunphy, <br /> Chief of Staff John Storey, Clerk Bach and Council staff <br /> Motion by President Litten, seconded by Vice President Kepple to receive and file the minutes <br /> of the March 20,2023 General Meeting without the necessity of a reading.All in favor.Motion <br /> passed. <br /> ****OLD BUSINESS*** <br /> 1. Finance Committee Report from meeting held March 20, 2023. (to be provided) <br /> Councilmember Shachner gave the following communication: <br /> We just finished our meeting moments ago. Essentially two things were on the docket; one was <br /> Ordinance 04-2023, which allows the transfer and advancement of certain funds. This is pretty <br /> routine; it happens every quarter. Nothing out of the ordinary here. This is what we do to keep <br /> the City solvent and to make sure funds are in the right place. There was a question on a <br /> $25,000 transfer from the General Fund to Winterhurst. There will be further discussions <br /> regarding Winterhurst. We are just bookmarking that. According to the budget we passed <br /> previously, we expect, by looking at the capital plan, some serious investment. <br /> Next, was Ordinance 05-2023, which will extend the Summer Sprinkling program. Instead of <br /> starting in July, we will start in June. That has a proposed cost of an additional $26,000, <br /> however, it is one of those that makes sense. The Sprinkling Program allows for the Utilities <br /> Department to use an average of 3-4 months ofyour sewer bill to come up with what it should <br /> be in June, July, August, and September when you are not sprinkling your yard. Because if <br /> you're using more water but you're not actually using the sewer,your price is going to go up <br /> according to that. We just assume that the extra water you are using, if you enter into the <br /> I <br />
