ORDINANCE NO. SO- 11 <br />INTRODUCED BY: Mayor and Council as a Whole <br />AN EMERGENCY ORDINANCE CREATING A SPECTAL RESTRICTED <br />FUND FOR THE JOHN D. RELIC SERVICE BUILDING GRAND <br />OPENING CELEBRATION. <br />WHEREAS, the JOHN D. RELIC Service Building located within <br />the municipality has neared completion; and <br />WHEREAS, the various sub-contractors who have worked on <br />the construction site have agreed among themselves to donate varying <br />amounts of money to be used by the Village in a Grand Opening Cele- <br />bration of the said Service Building; and <br />WHEREAS, although it is the policy of this Council to en- <br />courage the expansion of municipal services without the expectation <br />of such contributions or pagentry, such donations, properly restricted, <br />can be a morale builder for the municipality and its employees; and <br />WHEREAS, the Law Director has ruled that it is legal for the <br />Village to accept such contributions provided that they are clearly <br />earmarked as contributions for the JOHN D. RELIC Service Building <br />Grand Opening Celebration and that such contributions, as designated, <br />could be expended in the stated manner in accordance with the expressed <br />desire of the contributor even though such item is not included within <br />the Village budget; now, therefore, <br />BE IT ORDA~~ED='BY`-~THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THATc <br />Section 1. There is hereby created a special restricted <br />fund for the JOHN D. RELIC Service Building Grand Opening Celebration, <br />additions to which and expenditures from which are strictly limited <br />to the dictates of this Ordinance. <br />Section 2. Any contribution directed to any official of the <br />Village, or employee thereof, or sent to any department or division <br />of the Village, or addressed to Mayfield Village itself, which is <br />clearly and explicitly designated for the JOHN D. RELIC Service <br />Building Grand Opening Celebration, regardless of the exact form in <br />which the contribution is made, shall be deposited to the credit of <br />such fund and shall remain restricted to such fund unless and until <br />expended in accordance herewith. <br />Section 3. No contribution in excess of Two Htindred Fifty <br />Dollars ($250.00) shall be accepted. In the event that a contribu- <br />tion in excess of $250.00 is made for such stated purpose, it shall <br />forthwith be returned to the donor with an explanation that the <br />Village is unable to accept donations of this type in excess of the <br />stated amount. <br />
