ORDINANCE N0. 86-17 INTRODUCED BY: Mayor Fred N. Carmen AN ORDINANCE SUBMITTING TO THE ELECTORATE OF HAYFIELD VILLAGE, OHIO, A PROPOSED AMEPdDMETQT TO THE CHARTER OF THE VILLAGE PERTAINING TO THE FREQUENCY OF ELECTION OF A CHARTER REVIEW COMMISSION, PROVIDING FOR ALL NECESSARY PROCEDURES IN CONNECTION THEREWITH AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: Section 1. Pursuant to Article X of the Charter of Mayfield Village, Ohio, the Village Council proposes the following amendment to the Charter of the Village, said proposed amendment to be submitted to the electorate of the municipality at their regularly scheduled General Election to beheld on the 4th day of November, 1986. The proposed amendment shall be designated by a ballot question number and shall be further designated by an individually lettered subheading. The proposed amendment and respective ballot question shall be as follows: A. Sha11 Article XI of the Charter of Mayfield Village, Ohio, be amended by deleting the first paragraph in its entirety and substituting therefor the following wording: "At the General Election in November of 1995, and at the General Election in November of each tenth year thereafter, a Charter Review Commission of eleven (11) members shall be elected. Each member of each such Commission shall have been a resident and qualified elector of the Municipality for at least three (3) continuous years immediately prior to his election, and shall continue to be a resident throughout his term of office. No elected official or employee of the Municipality shall be eligible to serve on the Charter Review Commission. Each Charter Review Commission shall cease to function on the day of the next November election following its election. Members of the Charter Review Commission shall be nominated and elected in accordance with the provisions of Article VI of this Charter." The question to appear on the ballot shall be as follows: A. Sha11 Article XI of the Charter of Mayfield Village, Ohio, be amended so as to provide for the election of a Charter Review Commission in 1995, and every tenth (10th) year there- after? Section 2. The Clerk of Council is hereby authorized and directed to certify a copy of this Ordinance to the Cuyahoga County Board of Elections not less than sixty (60) nor more than one hundred twenty (120) days prior to the regularly scheduled general election on November 4, 1986, in order to have the ballot issue contained herein placed on the ballot for this said general election and to
