D~nutes of the Public Hearing <br />June 21, 195l~ <br />The Council and the people of..the.Village of.Mayfield.met at the <br />Village Hall in public hearing on proposed Ordinance No. 1~68.entitled: l~An <br />Ordinance Adopting Rules and Regulations...Relative to the Platting of ].and and <br />the Dedication of New Streets to be. Shown on such Plat,rr pursuant to notice <br />properly made known to the residents.of .the Village of Mayfield fora period <br />in excess of .thirty days....prior :to._such, hearing.. <br />Mr. Edelman, Solicitor of the. Village of 'Mayfield, read proposed <br />Ordinance No. l~68 to. those. assembled.. _ <br />Mr. Sowin'stated that the residents_of the. Village of'Mayfield <br />should have further opportuai.ty_ to study. this_ ordinance ..before..its passage <br />by Council. <br />. 114r. Zorn asked -of the provisions .for sewers and water lines inhere there <br />are no outlets available. to._one.. who- wishes- to, allot: his-.property. <br />Mr. Edelman stated that. proposed Ordinance No..468 specifically provides <br />for such a situation by its express .terms, and that one who has no such outlets <br />may be allagved to substitute suitable sewage.o_utlets and water supplies. <br />Mr.~Zorn stated that since the_roads:.within a: subdivision were third <br />grade roads, it. seemed inconsistent_to require an ..18 foot asphalt road when <br />State Highways were only 20_foot:roads. Mr. Demore stated that a minimum of <br />18 feet is -necessary for. a-.safety factor.- . ' <br />M Mr. Zorn asked the reason Ordinance. No..1~b8 was proposed as an <br />emergency Ordinance. <br />Mr. Edelman stated that if..passed.aa an~smergency ordinance it would <br />be effective immediately . upon_ passage. Tf it was~•:not. passed. aa.:.an emergency <br />ordinance it would be effective- _30. days .after .its., passage.....Therefore, due to <br />the neeessities.of the situation,.Council.deemed it advisable to propose this <br />ordinance,as an emergency_.:ordinance. .Mr. Zorn asked if presently existing <br />subdivisions were to be bound .by this ordinance. - <br />Mayor Hodgson .s.tated_.that:.there..:are. the.same_.requirements. under the <br />old Ordinance which must:be-complied with before a street-ma3~ be dedicated to <br />public use. The. purpose of this proposed Ordinance is to protect new residents. <br />It is also a purpose of the proposed Ordinance to provide for. the completion <br />of roads without additional expens.e...on..the part of .the other residents of the <br />Village of Mayfield..-. <br />Mr. Zorn stated that slag is not abundant..in_this..par°ticul.ar..locality, <br />therefore bank gr-avel would.be a more reasonable required component of the <br />roads which must: be constructed. <br />Mayor Hodgson. stated..that__the. proposed_ Ordinance .contains a hardship <br />clause. If a subdiv3.der.. cannot.. obtain _slag,. then it seems he could use bank <br />gravel as a substitute component of the roads which must be constructed. <br />1. <br />
