Minutes of the Special T"!eeting <br />August 18 9 195t~ <br />The Council met in special meeting, pursuant to due notice, on <br />Wednesday, August 189 1951, at 8:00 P. M. at the Village Hall, Mayor <br />Donald Hodgson presiding. _ <br />Ro11 Gall: Present - ~gessrs Swanson9Endress9Taylor9Beard & Oatess. <br />Absent ~ fir ® T~hiting. <br />Mayor Hodgson introduced the matter of proposed Ordinance No. l~b8. <br />Dr. Sowin stated that he would be represented at this meeting by <br />his counsel, l~r. Hendershott. He stated that no written specifications of <br />changes to be desired in proposed ordinance ~Zo. l~.68 had been prepared; however9 <br />his proposed changes would be presented orally by llr. Hendershott. <br />Nor. Hendershott stated that proposed Ordnance 1~TO. 1;.68 required a <br />developer to follow a procedure which required the submission of a plat for :. <br />approval at least six separate times. He suggested that this procedure be <br />strearrl.ined so that a developer could have his plat finally approved on its <br />submission-first to the Village Engineer, then to the Planning and Zoning <br />Commission9 and finally to Councils <br />Mayor Hodgson stated that the provisions in proposed Ordinance <br />No. t~68 which allowed a developer to submit a prelininary plat before <br />submission of a final plat were added to the said proposed ordnance for the <br />purpose of reducing the expenses of a developer. He added that a three®step <br />procedure could be added which a developer could foLl.ow at his option. <br />Ms'® Endress proposed adding Section !~ B (h) to proposed Ordinance <br />No. x.68 as follow: "The Owner shall have the pi-ivilege of submitting the <br />preliminary plan sand profiles at the same time that he submits the final <br />plan to the Commission and Counci7.arr <br />1~® Swanson, who introduced proposed Ordinance No. x.689 consented <br />to the incorporation of the foregoing amendment into the s~.d proposed ordinance. <br />Nor. Hendershott stated that proposed Ordnance N®. l~68~requires a <br />developer to follow a pr®cedure wTiereby he is in t~ instances required to <br />deposit with the ~i]lage of Mayfield funds in an amount fixed solely by the <br />Village Engineer. He stated that there would be some litn3.t or standard to <br />proscribe the discretion of the Vi?Llage Engineer. <br />Mr. Taylor proposed adding to Section 5 B (c) at the end of the <br />first sentence,.after changing the period to a semicolon, the following language: <br />" the fees of the Village Engineer shall be based on the ordinance governing <br />fees and rates of compensation for the Village Engineer", and adding to section <br />6 B (c) at the~aend of the first sentence, after changing the period to a <br />serrucolon9 the following language: "the fees of the Village Engineer and <br />Village Inspector shall be based on the ordinance governing fees and rates of <br />compensation for the Village Engineer." <br />1. <br />
