1 <br />Minutes of the Regular P~eeting <br />hold December 19, 1949 <br />The Council of the Village of Mayfield met in the Town Ha1:1 in <br />regular meeting. on the 19th day of December, 1949, at 8:00 o°olock,P• Mme, <br />Niwyor Gustav Swanson presiding. ,. <br />Ro11 Ca11: Present ®Messrs Franz,Hardma~i,Sloan,Zingleman <br />Cass and Heiss. <br />Absent -None. <br />The N4inutes of the regular msetirig held November 21, 1949, were <br />read to the,Coupcilo It was moved by Mr. Sloan, seconded by Mrs. Cass, <br />that the Minutes be approved as read. <br />Roll Call: Ayes - alessrs Franz, Hardman, Sloan, Zingleman, <br />Cass and Heiss. <br />Nays - ATone. <br />1 <br />Motion Carried <br />1l~Iinutes approved. <br />Itigr. Hays, representing our Village Engineer, then took up the <br />water situation•_and spoke at length on _the new Federal law allot^ring vil].s.g©s <br />to borrova money to defray the cost of plans and specifications for laying mater <br />~main:s, this money to b e paid back without interest out of the first bonds <br />sold. It z^ras pointed out by our Solicitor, Tj~r. Edelman, that after a <br />period of three years, if the Village had made no bona fide effort to start <br />or secure vrater, in the judgment of the Federal Administrator this amount <br />would be due the govex~m©nt immediately,.as~d no f~irther help from the <br />govex%ment for such projects could then bo obtai~ed~ This matter was <br />discussed at length by Council and it was the opinion of T~Iayor Swanson that <br />petitions should be circulated before obtaining this loan® Mr. Sloan and <br />rur. Zingleman were of the opinion that vre had missed the boat all along on <br />the water situation and that any further delay would be intolerable. <br />tiTre Sloan then introduced Resolution PToo 335 untitled: "An Ordinance <br />Authorizing Application to the Federal Administrator of ..General Serv-i.ces <br />for a Loan to Finance Cost of Plans and Specifications for j'~Tater Ir7ains <br />Along and under the Principal Streots in the Village of rdayfield~" Tt <br />vas moved by Tyr. Hardman, seconded by Mr® Heiss, that the rules of law <br />requiring an ordinance to be read on three. separate occasions be suspended. <br />Roll Ca11: Ayes -Messrs Franz, Hardman,Sloan,Zingleman,Cass ~ Heiss <br />Nays -~ Tlone. ,. <br />Motion Carried <br />Rules Suspended® <br />
