Mnutes~of the Special Meeting <br />'. ., <br />October 13, 1952' <br />The Council of the Village of Mayfield met in the Town Hall. in <br />Special Meeting on the 13th day of October, 1952, at 8 o~clock P. M®, <br />pursuant to notice, according-to law, Mayor Gustav Swanson presiding. <br />Roll Call - Present: Messrs Waltz, Sloan, Endress, Cass & Oatess <br />Absent: Mr. Scheuring. <br />In the absence of the Clerk due to illness, Mr. Arnold Iid. Edelman, <br />the Solicitor, was chosen to act as C1erlc pro.temo <br />Mayor Swanson brought up the question of joining County Sewer.District <br />No. 3. He said that the Mayors. of the so-called Hilltop Com~'n~ties have <br />held several meetings and feel that joinisag District 3 is a step in the <br />right direction and would not prevent the .eventual formation of a county wide <br />seer district. Another meeting of representatives of said municipalities <br />will be held Wednesday evening, October 15th, at Lyndhurst City Hall and <br />all Councilmen are invited to attend® <br />Mr. John Puzeriski, County Sanitary Engineer, was introduced and <br />explained the details of~the proposed plan. Tt contemplates opening up <br />additional territory in Mayfield Village for joining-District 3, The <br />county has committed itself to assume half the cost as far as general <br />benefits are concerned. Eventually a county wide sewer district is <br />.envisioned, but enlargement of District 3 ,ori.ll not interfere with this, <br />but will. enable the county to take immediate steps to establish means <br />of bringing sewage to the City of Clevelandts Easterly sewage disposal <br />plant. He then asked for questions and discussion. Mr. Frank Woodruff, <br />of the Pease Engineering Company, the Village Engineers, participated in <br />the discussion and explained that the present.Bonnieview Plant would be <br />. discontinued and described what pumping stations, force mains and trunk <br />servers would be installed, all as shown on the proposed plane Anew <br />sewer down Belvoir Blvde to Euclid and Ivanhoe Roads would gather up the <br />sewage from all the Hilltop municipalities and transmit the same to the <br />Cleveland Easterly sewage disposal plant. All_of .Mayfield Village south <br />of and including Wilson Mills-Road would be served. Property owners. in <br />this territory would be assessed by the county on the basis of special <br />benefits to the extent of approximately X190.00 an.acre. Of course, <br />wlien local mains are installed, additional special assessments would be <br />levied. Property owners North of Wilson Mills.Road would not be able <br />to connect with the Wilson Mills trunk sewer because of gravity but it <br />is contemplated that another plan would be instituted to transmit that <br />sevrage to the Euclid Treatment Plant. Mr. Woodruff recommended the <br />passage of an O~inance permitting the county to place all or part of <br />the territory of Mayfield Village into various sewer districts, pointing <br />out that. in that way the county would .assume half the cost. <br />Mr. Edelman pointed out that the ordinance which Council has been <br />asked to pass merely authorizes the county to incorporate all or part of <br />Mayfield Village in one or more sewer districts; that the plans that are <br />
