ORDINANCE NO. INTRODUCED BY ~/ - .G ,. ,..,,~_c. ~,_, -- AN EMERGENCY ORDINANCE SUBMITTING TO THE ELECTORATE OF HAYFIELD VILLAGE AN AMENDMENT TO THE HAYFIELD VILLAGE CHARTER REGARDING THE FINANCE DIRECTOR AND ESTABLISHING A SPECIAL ELECTION. WHEREAS, Article X, entitled "Amendments to Charter" reserves to the Council of Mayfield Village, by vote of at least five (5) of its members, the right to submit to the electors of the municipality of Mayfield Village, amendments to the Charter; and WHEREAS, such Charter amendments are normally submitted at primary or general elections to be held in .the municipality; and WHEREAS, the Charter reserves to the Council pursuant to Article XII, Section 3, all rights pre-existing at the time of the Charter, specifically, the right to hold special elections; now, therefore, BE IT ORDAINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: "Section'1. There is hereby proposed to the electorate of Mayfield Village, Ohio, an amendment to Article V, Section 5 of the Charter, entitled "Finance Director" by the abolition of the currently existing Article V, Section 5, and the substitution therefor of the following: Section 5. Finance Director. The Finance Director shall be the head of the Finance Department and shall keep an accurate account of all taxes and assessments, of all monies due to and all receipts and disbursements by the municipality, of all assets and liabilities of the municipality, and of all appropirations made by the Council. The Finance Director shall examine and approve, if in proper form and an appropriation has been made, all payrolls, bills and other claims, and prepare and sign all warrants. The Finance Director shall: assist the Mayor and the Council in the preparation of estimates, budgets, and appropriations; shall collect, keep and preserve the monies of the municipality in such manner and in such place or places as the Council shall determine, receive and disburse all other public monies coming into the Finance Director's hands in pursuance of such regulations as may be prescribed by the authorities having lawful control over such funds; shall perform all other duties required by this Charter, or by Ordinance or Resolution of Council, or the general laws of the State of Ohio not inconsistent therewith.
