<br />MINUTES OF THE MEETING OF THE COUNCIL
<br />THE CITY OF NORTH OLMSTED, OHIO
<br />JANUARY 16, 1862 - 8:06 P.M.
<br />Present were Paul J. Gareau, Mayor; Bruce MacDonald, President of Council; ,Henry
<br />Caster, 1!}alph Christman, James Leonard, Dewey Limpert, A.L. Mangani, Lillian
<br />Nicholas, Francis J. O'Neill.
<br />Also present were Lloyd E. Barnes, Service Director; George Schaaf, Law Director;
<br />James T. Wilson, Safety Director; Alex Kanareff, Engineer; William L. Gerlach,
<br />Finance Director; and Louise Hall, Clerk.
<br />Mr. Leonard moved, seconded by Mr. O'Neill, that the Rules of Council be adopted.

<br />The minutes of ;the meting of January 2, 1g62 were approved as recorded.
<br />The Mayor proclaimed the week of January 21, 1962 through January 26, 1862 as
<br />~daycee Week and expressed his appreciat~i~nfor their cooperation and wi9~red thean a
<br />very successful coming year.
<br />The Mayor advised that Mr. Ralph Kelley had resigned from the Planning Commission
<br />and submitted the following appointments for Council's approval:...
<br />PLANNING COMMISSION:
<br />Thomas Stack - 4 year term
<br />Don Ford -reappoint for a 5 year term
<br />ZONING BOARD OF APPEALS:
<br />William Green - 5 year term
<br />BOARD OF BUILDING CODE APPEALS:
<br />Jack Foltz - 5 year term
<br />The President of Council appointed O'Neill, Leonard, Nicholas to review the above
<br />appointments.
<br />In accordance with the Law Director's finding that the President of Council cannot
<br />assume any legislative duties, Mr. MacDonald aoade the following changes in
<br />Council Committees:
<br />MUNICIPAL PROPERTIES - Mangani to serve as Chairman instead of MacDonald
<br />LEGISLATIVE - Caster to serve as a member instead of MacDonald
<br />The Safety Director's request for authority to advertise for bids for 3 new Police
<br />Cars was turned over to the Safety and Finance Committees.
<br />The Engineer advised that the Walter Road water line specifications are completed.
<br />The Engineer turned over the following to the City Planning Committee:
<br />1. A plan for a boulevard behind the Shopping Center from
<br />Lorain to Kennedy Ridge.
<br />2. The linen for the Mitchell Subdivision.
<br />3. Preliminary plot plan for Madow Subdivision and the
<br />Manning Campbell Subdivision.
<br />Ordinance No. 62-11 was introduced by Mrs. Nicholas. An ordinance amending sections
<br />(a) and (b) of Section 161.06 of the Codified Ordinances of the City of North
<br />Olmsted, Ohio, 1861, entitled "Bonds" providing for faithful performance bonds
<br />required to be posted by officials and employees of the City of North Olmsted,
<br />Ohio, and declaring an emergency. It i~as moved by Mrs. Nicholas, seconded by
<br />Mr. Limpert, that the statutory rule be suspended and the ordinance be read
<br />immediately the second and third times and put on its passage. The affirmative
<br />vote on said motion was as follows: Caster, Christman, Limpert, Mangani, Nicholas;
<br />O'Neill. "Nay" Leonard. After discussion the ordinance was read the second and.
<br />third times and put upon its passage and the affirmative vote thereon was as follows:
<br />Caster, Christman, Leonard, Limpert, Mangani, Nicholas, O'Neill.
<br />from now on
<br />Mrs. Nicholas requested that/the President of Council ask for any questions on
<br />an ordinance or resolution before the roll call is taken for the suspension of
<br />rules.
