MINUTES OF THE MEETING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED, OHIO <br />FEBRUARY 21, 1961 - 8.30 P.M. <br />Present were Paul J. Gateau, Mayor: Bruce MacDonald, President of Council, <br />Henry Caster, Ralph Christman, A. L. Mangani, Dewey Limpert, Francis J. O`Neill, <br />Killian Nicholas, George Porter. <br />Also present were Lloyd E. Barnes, Service Director; C. J. Oviatt, Solicitor; <br />James T. Wilson, Safety Director; William Gerlach, Finance Director; and <br />Louise Hall, Clerk. <br />Absent: Alex Kanareff, Engineer <br />The minutes of the regular meeting of February 7, 1861 were approved as <br />correc ted. <br />The Mayor advised that he had received a renewal permit from the State <br />Department of Health for the discharge of sewage into "waters of the state". <br />The present permit expires on January 15, 1962 and the renewal is contingent <br />upon the completion of the sewage treatment plant and the status of Contracts <br />3, 4, 5, and 7 in the Sewer Program. <br />The Mayor presented Resolution No. 535 from Parkview. A resolution requesting <br />more definitive terms of agreement for the participation of the Village of <br />Parkview in the North Olmsted Sewage Disposal Plant. <br />The Sewer Committee, Mayor, and Solicitor are to meet with Parkview to <br />discuss the above Resolution. <br />The Clerk read the following communications: <br />A letter from Darian H. Smith, President of the North Olmsted <br />Board of Education stating that the Board decided against taking <br />a stand on the proposed rezoning of the area adjacent to the <br />Great Northern Shopping Center. <br />A petition from property owners of the area presently zoned <br />for Light Industry requesting that the zoning laws remain <br />unchanged on the Light Industry area. <br />Mr. A. R. Barrett, 6676 McKenzie Road, requested the opportunity to address the <br />Council concerning the industrial rezoning issue. Mr. Barrett presented his <br />views as to why the rezoning of the Industrial area is wrong. <br />Mrs. Nicholas stated that Council appreciated Mr. Barrett`s concern and that it <br />is necessary to develope this land and have a broader tax base for North Olmsted <br />rather than have the land lying idle. <br />Many other residents and members of Council also gave their views for and against <br />the rezoning of the Industrial area. <br />Mr.Caster stated that he feels that the land zoned for Industry is for the <br />best development of the land in the interest of the tax payer - taxes will not <br />come down if industry comes to North Olmsted but will not rise as fast. <br />Ordinance No. 61-24 was intr Mr. 0°Neill. An ordinance to make <br />appropriations for current ex other expenditures for the City of <br />North Olmsted, Ohio, during t cal year ending December 31, 1961. (t was <br />moved by Mr. 0°Neill, seconded by Mr. Porter, that the statutory rule be <br />suspended and the ordinance be read immediately the second and third times <br />and put on its passage. The affirmative vote on said motion was as follows: <br />Caster, Christman, Limpert, Mangani, Nicholas, O'Neill, Porter. Thereupon the <br />ordinance was read the second and third times and put upon its passage and the <br />affirmative vote thereon was as follows: Caster, Christman, Limpert, Mangani, <br />Nicholas, 0°Neill, Porter. <br />=~~ The Mayor expressed his views on the rezoning of the Industrial area and stated <br />that he felt Council should take immediate action one way or the other on this <br />matter as the City needs an increased tax duplie ate. <br />
